DESCRIPTION

This position will be dedicated to developing, implementing, and monitoring EH&S programs and policies to ensure compliance with federal, state, and local environmental, health, occupational, and safety regulations within UC San Diego Health. The ideal applicant will apply both professional and technical expertise within Environmental Health & Safety, Occupational Safety, and Industrial Hygiene.

The Environmental Health and Safety Specialist (EH&S 3) professional develops, recommends, and implements programs, policies, and procedures associated with recognizing, measuring, evaluating, and controlling potential health and safety hazards across services and disciplines throughout all UC San Diego Health locations. As part of the EH&S team, core job duties will include:

  • Provides assistance with managing and coordinating the daily activities and priorities for hazard identification, application of controls, and regulatory compliance.
  • Liaise as a representative of EH&S and the organization with internal stakeholders, regulatory agencies, other UC locations, and vendors.
  • Manages and administers multiple safety and health programs and services.
  • Assessing and evaluating the work environment for risks and hazards using monitoring, sampling, and analytical equipment that measures the presence of pollutants, hazards, and exposure levels.
  • Identifying and facilitating modifications needed to support a safer and more efficient workplace.
  • Performs technical work related to field or expertise and assigned EH&S programs.
  • Participating in project planning, obtaining environmental permits for operation, and regulation consultation.
  • Monitors and assists with compliance of affected units and may serve as a liaison with regulatory agencies.
  • Follow-up on Environment of Care concerns, and identify opportunities for prevention controls.
  • Developing and administering engaging safety training and education materials across all disciplines and UC San Diego Health locations.
  • Participating in workgroups and committees to foster collaboration with other disciplines.
  • Captures and reports metrics for analytic purposes and identifies opportunities for improvement within the program.
  • Generates comprehensive reports for identified hazards, methods for analysis, data interpretation, corrective action, and evaluation for success or further improvement needs.
  • Must maintain specific field knowledge and continuous professional learning for applicable regulations, changes in policies, updated requirements, and scientific improvements related to EH&S programs.
  • Part of the rotation for EH&S on-call duty responder for emergencies.
  • Other duties assigned depending on business needs for all UCSDH locations.
MINIMUM QUALIFICATIONS
  • Bachelor's degree in Public Health, Occupational Health, Environmental Safety, Industrial Hygiene, Allied Health, and other related field.
  • Three (3) years of related experience in healthcare, laboratory, and industrial settings within the capacity of an EH&S professional.
  • Experience and ability to provide a sample of an E&S related report or document (e.g. presentation, dashboard analytics, hazard analysis, training material).
  • Certification Requirements: Certified Healthcare Safety Professional (CHSP) or must be able to obtain CHSP certification within six months of hire.
  • Experience and proven knowledge, implementing various EH&S programs
  • Regulatory knowledge of programs standards related to Cal/OSHA Title 8, EPA, DEH, DTSC, ANSI, CUPA, APCD, CERS, DOT Hazmat, and NFPA 101 standards.
  • Competency in using measurement and sampling tools.
  • Demonstrated knowledge of occupational safety, industrial hygiene, or EH&S safety principles.
  • Ability to manage, deliver, and implement effective safety programs.
  • Ability to effectively provide presentations to different audiences/groups.
  • Ability to generate, collate, and report data related to program evaluation.
  • Ability to conduct a hazard assessment, incident follow-up, and generate a technical/incident/evaluation report with an appropriate plan of action.
PREFERRED QUALIFICATIONS
  • Cal/OSHA 30 Hours General Industry.
  • Hazwoper Training or DOT Hazmat Training.
  • REHS, ASP, CHSP, CHMM, CSP, CIH certification.
  • Healthcare background or experience.
  • Environment of Care (EOC) experience.
  • TJC knowledge and experience.
  • Fire, Life, and Safety regulations.
SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
