Project Controls Manager

Job Description

Primary Purpose

Responsible for the development, implementation, and monitoring of the project controls plan for major Engineering Procurement Construction (EPC) Contracts on behalf of Owner / Operator including, Contractors for the purpose of managing management of the schedules, reports, risk, and progress and milestone tracking. and cost analysis, to support Pre-FEED, FEED, bid evaluations, FID deliverables, engineering, procurement, construction, commissioning, and start-up through project closeout. Requires frequent travel to jobsite in Ensenada. Travel required at least 60% of the time.

Duties and Responsibilities

  • Manage the project controls team to include schedulers, quantity specialists, project controls specialist, project cost analysts, document control, estimator, third party consultants including approval of timesheets & invoices, conducting, and managing personnel i.e. timesheet approval, performance appraisals, recruitment, mentoring, training, KPIs.
  • Participate and provide input in evaluation of critical path method (CPM) schedule submitted by contractor; provide timely feedback, ad hoc project reviews, analysis, recommendations, solutions to upper management; review and approval of project reports including monthly and weekly progress and project status.
  • Provide recommendations and strategic forward-looking information to support management decision making; presentations and oversight of systems development for schedule and progress reporting including dashboard for project updates; preparation of board meetings materials and talking points.
  • Participate in strategic planning and provide concise actionable recommendations to meet project objectives; in the data collection for cost impact and analysis of critical activities to meet project objectives.
  • Manage and provide oversight to daily status of progress; cost, quantity, and man-hour estimates; input on quantity take-offs, earned values from Contractor agreed Rules of Credit; validation of monthly progress; milestones completion for accuracy and timeliness of invoices.
  • Participate in project meetings; interface with Contractor's Project Controls Team; critical discussions with Contractor's on project issues and client's concerns; technical committee meetings with stakeholders; present project status.
  • Manage and provide verification on Contractor's Progress and Payment Curves; manage and interface with Project Cost team on month end accruals.
  • Ensure appropriate project controls are in place to manage the Contractor and the Liquefaction Project; contractual deliverables are prepared and submitted to appropriate stakeholders and ensure systems and procedures for scheduling are in place to monitor schedule and report progress.
  • Ensure schedule and cost data and information are aligned with contract requirements including interface with contracts team for evaluation of change orders.
  • Act as Risk owner and participate as a member of the Risk Committee. Assist in conducting Monte Carlo simulations, preparing reports and presentations on all phases of the project and maintain relationships with team members and stakeholders.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications

  • Bachelor's degree in engineering or other discipline with relevant experience.
  • 9+ Strong background in Project Controls of major LNG project (oil, gas, power, liquefaction).
  • Proficient with the set up and use of Primavera scheduling tools.
  • Strong technical management abilities with effective project management and leadership skills.
  • Strong understanding of project execution.
  • Strong understanding of Earn Value Measurement Systems, Rules of Credit and Chart of Account, project accounting.
  • Strong knowledge of planning, scheduling, estimating, risk analysis, progress tracking and reporting.
  • Possesses strong interpersonal skills; collaborative; self-starter; commitment and dedication through project completion; attention to detail; sound decision-making; and problem-solving abilities to analyze data, identify issues, recommend, develop, and implement solutions.
  • Possesses in-depth knowledge of project execution i.e. construction and project completions techniques and practices.
  • Ability to manage, develop, multiple schedules and deliverables in a fast-paced environment.
  • Ability to adapt to change, organize, plan, control, coordinate, and effectively manage cross-functional assignments and teams.
  • Sufficient computer literacy to provide quantitative and concise written reports using spreadsheets, charts, PowerPoint, Visio, and Dashboard.
  • Extensive experience with Project Controls Systems for progress and schedule evaluation, analysis and reporting with software program such as Primavera P6, Primavera Risk, Deltek Acumen Fuse & Risk, @Risk, Schedule Analyzer, SharePoint, Project Controls Management System (PCMS).
  • Transportation Worker Identification Credentials (TWIC)

HYBRID: Work a combination of onsite and remote days each week, typically 2-3 days per week.
