The Associate Director of Business and Administrative Services position exists to plan, manage, oversee, supervise and execute the business, administrative and fiscal activities of the Planning and Construction Department. This includes direct supervision and management of department administrative staff (typically 2-3 full-time staff and contract or student worker(s) as needed, although this may vary), collaboration with and support of Planning and Construction staff on project administrative, business and fiscal activities related to projects, the development, submittal and management of departmental budgets and plant accounts, management of departmental state accounts and related activities, working with internal university and external third party entities relative to business, administrative, operations, budget and fiscal activities (i.e. working with the Budget Office, Controller's Office, funding source entities and others related to establishment, funding, modification and close-out of a large amount of project plant and other accounts of varying scale and complexity, managing business and financial activities related to annual one-time project and year end funding sources, i.e. state, non-state, CIP-U, CIF, GIF, UNLV Foundation account funds transfers, central funds, departmental funds and other accounts, serving as the interface with Purchasing for common procurement activity, updates and status reports, working with the Controller on capitalization, audit and annual financial statement support activities, etc...), developing/improving business and administrative standards, managing vendor rotation administrative processes and procedures, and reporting on all of these activities.

The Associate Director of Business and Administrative Services will manage, oversee, apply sound judgement/expertise and report on financial, business and administrative programs specific and unique and beneficial to design, construction and capital projects activities, both generally, and related to any ongoing or future programs of this nature, such as support for prevailing wage administrative activities, Purchasing Agency Agreements, New Markets Tax Credits, IRS Section 179-D pass-through credits, among other programs and initiatives, as they exist or become available for application and are feasible to implement, to provide benefit to the project and to the institution.

Responsibilities also include internal department, vendor and external third-party project item invoicing, billing, payments and reconciliations. The Associate Director of Business and Administrative Services may take on other duties as assigned by the Associate Vice President of Planning, Construction and Real Estate, and may also serve in an 'Acting' department management role for other department areas for appropriate activities, when other department managers are off-site or on-leave, as is needed.

The Associate Director of Business and Administrative Services is expected to manage departmental business activities, operations, budget, fiscal and other procedures and activities to support Planning and Construction, and develop and implement improvements to these procedures and activities to expand the effectiveness and efficiency of the business and operations process and environment for the department. This may include management of existing business and administrative items, changes to existing business and operations practices/procedures and implementing new business and operations software and systems, including supporting Integrate II/Workday, supporting systems implementation that impact Planning and Construction, management of department space management and procurement systems activities and migrations/evolutions, department and project inventory items, and other processes as-is needed, supporting business and financial activities related to State of Nevada Public Works Division Annual Permit program items, engaging in and providing support for department recruitment/HR activities, engaging in allied department recruitment activities, providing support, recommendations and oversight for departmental one-time and year-end funded items, and other items for Planning and Construction business and administrative related activities.

The Associate Director of Business and Administrative Services will provide to the Associate Vice President of Planning, Construction and Real Estate reports and information updates on business, fiscal and administrative items, as well as regular updates on item status, areas of concern, items in need of attention, staff issues and other items to support the timely, high-quality and success of administrative, business and fiscal departmental items and the success of overall department and project efforts. The Associate Director of Business and Administrative Services will also provide input and recommendations to the Associate Vice President of Planning, Construction and Real Estate regarding department initiatives, department strategic planning and direction, policies, procedures, issues in need of attention, department standards, business and administrative staffing items, working both independently and with the Associate Vice President of Planning, Construction and Real Estate on the development of major departmental business and administrative reports (i.e. Budget and Planning Documents, vendor tracking data, other items) and business/operations items, and will support enacting items that are determined to move forward in these areas.

Strong, thoughtful and active leadership, communication, collaboration, participation, employee/colleague/supervisor engagement, interaction and support, cross-training/activity back-up, follow-through, 'hands-on' understanding of business and administrative processes/activities, and other capabilities/qualities/level of commitment, in support of direct reports, colleagues, supervisors and project activities, are very important to the function and success of this position, and its impact on the department. As this position requires significant interaction, communication, collaboration and support of others, it will require some significant component of on-site presence, ideally full-time on-site, as university operating circumstances permit.


This position requires a bachelor's degree from a regionally accredited college or university in Business, Accounting, Finance or related field and 10 years' experience in a professional role, with at least five of those years in a management of administrative supervisory role. Credentials must be obtained prior to the start of employment.

  • Must have experience developing and managing administrative, office budgets and project plant account and similar budgets, collection, analysis and reporting of financial data
  • Experience in managing and delivering routine administrative and business operations (i.e. developing and processing invoices, developing purchase order requests, creating budget request forms, engaging in and managing front office activities (such as walk-in customer service, phones, filing, scanning, other items.)


  • Experience in a University setting (includes entities external to UNLV) in a design, construction, facilities or development environment.


Salary competitive with those at similarly situated institutions. Position is contingent upon funding.

Pursuant to Assembly Bill (AB) 3 passed by the Nevada State Legislature during the 31st Special Legislative Session, employees are required to take furlough at a 4.6 percent monthly reduction in compensation from January 1, 2021 through June 30, 2021.
