DESCRIPTION

Established in 1978 at the UC San Diego Medical Center, the Department of Emergency Medicine (DEM) combines the benefits of an internationally renowned university with a large academic hospital. The UC San Diego Medical Center and the DEM is leading an effort, funded by the Federal Office of the National Coordinator, to foster data exchange, interoperability, and clinical integration to improve healthcare efficiency and patient outcomes among San Diego County community healthcare providers.

Under general supervision, this position will work with researchers in the Healthcare Ransomware and Resiliency Program (H-R3P) within the Department of Emergency Medicine at UC San Diego Health. The incumbent will provide technical support, consultation, evaluation, installation, and testing of network components and network management systems for a prototype of a rapidly deployable health care facility network. The Network Systems Engineer will assist H-R3P researchers technical leads in the planning, design, development, and implementation of this prototype network infrastructure, as well as its implementation and deployment in several health care facilities.

This position is responsible for configuration and management of network components (switches, routers, etc.) in this environment, including wired (Ethernet) and wireless (Cellular LTE, WiFi, and Point-to-Point) networks. The incumbent will analyze and propose new systems and technologies, work on multiple problems or tasks that are not necessarily well-defined and make recommendations that have an impact on an entire project or system. The Network Systems Engineer shall consult and collaborate with researchers, as well as external entities, both on- and off-campus, to meet organizational goals and objectives. This position will provide support to the development of the network infrastructure to support the evaluation of its performance in health care facilities.

The Network Systems Engineer will have the ability to apply IT architecture concepts to resolve the most complex issues with campus/medical center. Will work to resolve complex issues with little or no campus/medical center precedent where analysis of situations or data requires an in-depth evaluation of variable factors. The incumbent will also direct the design, implementation and selection of new hardware and software technologies to evaluate how well they can be rapidly deployed in an adversarial hospital environment. This position will present research and technical briefings to researchers institution-wide, national funding agencies, and international audiences, and prepare documentation, progress reports, technical literature, and academic publications to support ongoing and future contract and grant work.

MINIMUM QUALIFICATIONS
  • Nine years of related experience, education/training, OR a Bachelor's degree in Computer Science or related scientific field plus five years of related experience/training.

  • Advanced knowledge of professional communications and network systems in the completion of diverse assignments.

  • Advanced knowledge of the practices and techniques of the voice and data field and the ability to determine a course of action based on guidelines.

  • Understands implications of work on other areas.

  • Has highly developed problem solving skills to independently resolve issues using defined parameters and technical expertise.

  • Clearly understands the communications and network needs of the organization and has skills needed to address those needs.

  • In-depth, advanced understanding of various network hardware platforms, network related protocols and software including understanding of OSI layer 2 and 3 protocols at a complex level and related technical standards critical to the operation of interconnected networks.

  • Demonstrated ability to analyze highly complex communication hardware and software systems for maintaining a real-time resource that impacts campus / medical center / OP-wide network users.

  • Advanced knowledge and experience working with network management systems.

  • Demonstrated ability to gather, organize and analyze data in the completion of a variety of functional assignments.

  • Able to learn effectively and meet deadlines.

  • Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.

  • Self-motivated and works independently and as part of a team.

  • Demonstrated problem-solving skills of unique issues and problems.

  • Must have technical mastery of network technologies and products.

  • Advanced knowledge and experience administering a wide variety of network routing protocols (BGP, EIGRP, OSPF, IS-IS, RIP, etc.) and network operating systems.

  • Experience in monitoring, administering, and maintaining complex network components (large routers, switches, firewalls, etc.) from a wide range of vendors (Juniper, Cisco, Arista, etc.)

  • In depth knowledge and experience in Network WAN and LAN detail level design.

  • Strong demonstrated ability to plan and carry out projects to completion by seeking approaches, deploying resources, coordinating phases, and interpreting and evaluating results with senior colleagues and management.

  • Advanced level ability to interconnect network components from various vendors (Cisco, Juniper, Arista, etc.) into a high-performance and highly reliable heterogenous environment.

  • Skilled in analyzing and troubleshooting network problems, fault isolation, and root cause analysis, problem resolution and service restoration. Knowledgeable in use of standard troubleshooting tools and such as Ping, telnet, dig, traceroute, whois, netstat, Ettercap, wireshark, nmap, tcpdump, and misc other Packet sniffers.

  • Proven ability to assess a broad spectrum of technical and resource needs and demands and establish priorities, coordinate with other service providers directly, and manage sub-projects simultaneously.

  • Must have a working knowledge of standard services (communication protocols) such as DHCP, SNMP, POP, IMAP, SMTP, DNS, HTTP, HTTPS, FTP, NTP, SSH, and TFTP.

  • Ability to think and work in an organized and effective manner in an environment that has rapidly shifting and often contradictory demands and priorities.

  • Strong analytic, inductive, and deductive reasoning skills.

  • Excellent communication skills- oral and written- ability to calibrate communication to the appropriate level of the user's technical understanding. Skill at clearly and concisely communicating detailed information over the phone, in writing, and in person. Ability to communicate well with both individuals and groups.

  • In depth knowledge of network security technology (encryption, Intrusion Detection Systems (IDS), Firewalls, event logging, etc.), issues, and products. Must have knowledge of handling sensitive and/or protected information in-transit across a network.

  • Knowledge and experience providing network related technical support of software applications that are used by researcher in computer science (e.g., network mapping and network data analytics).

  • Demonstrated ability to effectively communicate results by preparing thorough and articulate documentation of efforts and participate in or lead formal presentations.

  • Familiarity with computer terminology and the ability to read and understand complex scientific articles such as journals and computer documentation.

  • General understanding and acceptance of University policies and procedures.

Pay Transparency Act

Annual Full Pay Range: $101,200 - $192,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $48.47 - $92.05

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
