Sponsored Programs and Regulatory Compliance Services (SPARCS) has administrative responsibility for all sponsored contracts, grants, and cooperative agreements awarded to the University. SPARCS facilitates the submission of proposals and the negotiation of sponsored agreements for funding to NC State University. SPARCS also administers internally and externally funded projects, negotiates other types of agreements, and is responsible for subaward administration. This includes all aspects of externally sponsored research and scholarship, from pre-award management to non-fiscal post award management.
Essential Job Duties
The Subaward Negotiator in the Office of Sponsored Programs will be responsible for drafting and negotiating outgoing subaward agreements utilizing standard templates, leading to the establishment of an acceptable agreement to fund outgoing subawards supporting NC State research, instruction or other sponsored activities. The Subaward Negotiator will work with a wide variety of external stakeholders including federal, state, and local government partners, other research institutions, non-profit entities, and small businesses.
The Subaward Negotiator will be expected to effectively utilize their own expertise, employ University resources, and regularly engage internal and external stakeholders in order to consistently produce detailed, clear, and well-organized negotiated agreements at the highest level of accuracy and consistent with University policies and procedures.

Responsibilities will require the successful candidate to:
- Prepare and negotiate sub-awards with external entities
- Understand and analyze legal agreements
- Conduct effective negotiations with external clients
- Analyze risk tolerance, including the completion of sub-recipient risk assessments
- Provide advice and assistance to university clients and stakeholders
- Consider and respond to requested revisions to contract language from subrecipients
- Consult with appropriate university officials to assess the impact of contract language, and review and modify proposed contract terms to reach a mutually acceptable agreement
- Engage regularly with representatives of NC State’s Office of Regulatory Compliance, Office of Contracts and Grants; Office of Research Commercialization; and Office of General Counsel to ensure negotiated terms and conditions of outgoing agreements comply with the policies of the UNC Board of Governors and NC State University, as well as State and Federal Regulations
- Regularly keep university stakeholders informed on negotiation progress
- Provide complete and accurate information, and explain as necessary, to fulfill the financial and technical reporting obligations of involved parties
The Subaward Negotiator will participate in training and support activities for the university community of research administrators through guidance on the SPARCS website, updating templates, and developing tutorial materials as well as direct classroom training or consultation as required.

Minimum Education and Experience
Require post-baccalaureate credentials or a bachelor’s degree and two years’ experience in the processing, negotiating, and/or administration of grants, contracts, or cooperative agreements.

- Accuracy, attention to detail, and ability to manage conflicting demands.
- Excellent written and oral communication skills
Preferred Qualifications
- Certified Research Administrator (CRA) certification
- Experience in research administration at an institution of higher education
- Experience interpreting and applying the U.S. Code of Federal Regulations (CFR) and Federal Acquisition Regulations (FAR)
- Experience with software tools such as Microsoft Word and Adobe Acrobat
