Summary of Position

Reporting to the Director of Strategic Sourcing, this position will independently implement and manage a comprehensive travel management program as well as other commodities which may include retail, revenue, dining services, catering and event related master contracts, as well as other assigned categories. This position will be for increasing spend under management, achieving cost savings, cost avoidance, and partnering with internal stakeholders and suppliers to ensure goods and services are procured at the best value in a timely manner to support the research, teaching and public service mission of the University System.

The Strategic Sourcing Manager will manage assigned projects, commodities, strategic suppliers, RFx processes, and negotiations. The Strategic Sourcing Manager is responsible for contributing to and effectively executing the University System’s defined strategic sourcing strategies in the acquisition of goods and services. The primary responsibility of the Strategic Sourcing Manager is to work with the Director of Strategic Sourcing in executing the sourcing strategies and methodology as well as fulfill large spend requests submitted by the campuses.

This position may have the flexibility of a hybrid work schedule (partially remote and in-office). Periodic campus/system office visits will be required.

  • Bachelor’s degree in Business Administration, Supply Chain, or related field
  • Five years’ experience in strategic sourcing with strong knowledge of related sourcing processes, tools/systems, policies, and best practices.
  • Strong project management skills, including meeting stakeholder timelines and leading teams.
  • Ability to lead, support and conduct successful negotiations.
  • Demonstrated ability to develop highly functioning stakeholder relationships to achieve key business and performance objectives.
  • Demonstrated leadership capabilities, with particular strengths in collaboration, written and verbal communications, and cross-functional teamwork; ability to inspire and motivate peers, team-mates, and stakeholders towards a common goal.
  • Proficiency with Microsoft Office software including Excel, Word, and PowerPoint required. Experience working with ERP solutions and eProcurement systems.

Additional Preferred Qualifications

  • Procurement and/or Strategic Sourcing experience in Higher Education in a Research University setting or a similar environment.
  • Experience working and leading strategic sourcing efforts in a multi-location environment.
  • 5-10 years of relevant strategic sourcing experience demonstrating success in positions of increasing complexity.
  • CPSM, CPM, or other Procurement related accreditation.
  • Master’s degree in Supply Chain Management, MBA in Supply Chain Management, or other relevant fields of study.
  • Proficient in category management and sourcing in in travel, retail and hospitality.

Duty/Responsibility

Responsible for comprehensive management of assigned categories and projects with an emphasis on cost optimization and value maximization. This includes overall category management including identifying cost savings and improvements opportunities, planning and executing strategic sourcing processes, effectively managing supplier relationships, monitoring contract compliance, working with eProcurement to implement and manage appropriate catalogs and forms to streamline the procure-to-pay process, and building excellent relationships with campus clients.

Leadership
  • Formulate and execute comprehensive sourcing strategies for travel-related categories, including comprehensive travel management firm(s) and supporting components of airfare, hotels, rental cars, and, and other transportation services as well as a broad array of other categories assigned.
  • Manage professional services strategic sourcing related to dining and food, such as dining management contracts, catering, coffee service, dining service costs, and water service.
  • Strategically identify and source solutions to streamline event-related services, including equipment rentals, license as well as space rental/lease contracts, performers, and speakers.
  • Lead strategic sourcing and procurement for retail categories, with a specific focus on bookstores, coffee locations, dining, and other revenue generating opportunities.
  • Establish a Travel Program to align sourcing strategies with the broader objectives of the University System of New Hampshire.
  • Oversee the negotiation of contracts with travel agencies, airlines, and accommodation providers to secure favorable terms for the university as well as other assigned categories.

Vendor Negotiation and Relationship Management
  • Lead negotiations with suppliers to secure favorable terms, pricing and service level agreements.
  • Cultivate and maintain robust relationships with key vendors across all categories to ensure ongoing collaboration and continuous improvement.

Cost Optimization Strategy
  • Spearhead analysis of cost structures, market trends, and supplier performance to identify substantial opportunities for cost savings and process.
  • Work closely with internal stakeholders to align sourcing strategies with overreaching budgetary goals.

Business Partnering & Forecasting
  • Proactively engage with campus stakeholders to build relationships, understand business needs, and instill confidence in the procurement function’s capability to add value.
  • Partner with stakeholders and builds relationships that facilitate early engagement and the realization of added value to the University system.
  • Work independently and closely with functional stakeholder management teams and suppliers to develop and implement integrated sourcing strategies for managed categories.

Business Case Development
  • Develop solid business cases supporting recommended courses of action, presenting them formally and informally to procurement and organizational leadership.
  • Utilize qualitative and quantitative data to influence stakeholders and obtain support for new or improved courses of action.

Strategic Sourcing & Project Management
  • Oversee the development and execution of category management strategies, including risk assessments, market analysis, and vendor segmentation.
  • Develop and manage an annual procurement plan aligned with strategic vision, business objectives, and financial plan.
  • Define, obtain support and execute strategic sourcing initiatives aligned to category strategies, leading the contract negotiation process.

Complex and High-Value Buys
  • Manages the source-to-procure process for high-value and or complex purchases, considering specifications, risk, and coordination with implementation teams.

Supplier Management/Contract Optimization
  • Manage a portfolio of strategic contracts and supplier relationships, conducting regular business and performance reviews.
  • Analyze supplier data to determine pricing inconsistencies, savings opportunities, and demand management opportunities.
  • Identifies and resolves key supplier performance issues, collaborating with suppliers for continuous improvement strategies.

Setup for Optimized P2P process
  • Collaborate closely with Procurement Technology Manager to enable contracted vendors in the eProcurement system, driving value maximization and reducing overhead cost.
  • Improve end-user procurement experience, and streamline processes by simplifying specifications and introducing standardization.

Value Creation Reporting
  • Track projected value creation using USNH methodology and tracking processes and provides business justifications and backup documentation to support savings claims.
Other
  • Plan and prioritize activities based upon impact and urgency.
  • Other duties as assigned.
