SUMMARY

Maintains, and aligns Production Schedules (Total Schedules or Laydown Schedules) for Stages of Construction (SOC) 3-6 for New Construction Programs. Evaluates overall logic of Production Schedules. Evaluates Critical Path Networks (CPN). General understanding in the use of the PIMS, CIMS and Stims to identify areas of the ships build cycle where cycle time compression opportunities exist. Provides complex outfitting/steel work breakdown and sequencing based on established production rates as required. Reports to Supervisor or Manager. Interfaces primarily with Production and other Planning groups, but will also occasionally interface with Supply Chain, Engineering, and other departments.

ESSENTIAL FUNCTIONS AND DUTIES

  • Develops plans, schedules, budgets or analysis.
  • Assists in tasked area for planning, scheduling or analysis
  • Assists in resolution of planning problems
  • Assists process and problem analysis projects
  • Assists development of departmental training instructions
  • Develop Production Schedules (Steel & Outfit Total Schedules or Laydown Schedules) for SOC's 3-6
  • General understanding of Production sequence at the workpack level to create detailed schedules at the block or geographic zone level of the ship; Support validating that shipyard location for a block/assembly is arranged in the Laydown to be worked in the most efficient location possible based on the work scope of that block
  • Support development of visual work product breakdowns, manning, durations, and isometric work status boards for Production Schedules. Sequences Production in accordance with the Planning for Productibility Manual (PFP) or Laydown for Producibility Manul (LFP) and any modifications / revisions made.
  • Attend all required BSBE, Pre Block review & SOP meetings. Support Total Schedule Reviews (TSRs) and After Block Reviews (ABRs) to ensure that all Production concerns are dealt with in accordance with the Planning / Production work instructions.
  • Support effort to resolve planning problems identified by appropriate Planning personnel and Production supervisors
  • Coordinate with other Production and Planning organizations
  • Monitors performance to safety policies, identifies problems and initiates corrective actions, makes presentations.
  • Other responsibilities and duties as assigned.

SKILLS AND QUALIFICATIONS

  • Bachelor's Degree in related field (or equivalent experience). Four (+) years' experience in planning/scheduling or analysis role.
  • Knowledge of at least three of the following: S3 Laydown software, MACPAC, LMS, Open Plan, PC Analysis tools (e.g. Excel). Knowledge of EVMS principles.
  • General understanding of Outfit Production Processes; Steel Production Processes; Engineering Design Development Processes.
  • Effectively communicate Production Schedule constraints, Production material requirements, manpower requirements, and other Production Schedule challenges to different levels of management
  • General knowledge of ship design and construction processes, including the phases of design, planning and build strategy.
  • Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs.
  • Understanding of NASSCO's safety policy and at least 4 of the following:

- Blueprint reading

- NASSCO Manufacturing Standards

- Stage of Construction (SOC) breakdown and philosophy

- Build Strategy Concepts

- Cost, Schedule, and Control System (CSCS)

- Planning processes

- Development of detailed plans and schedules

- MACPAC Material Management System

- Production Trade rates

- Performance trend analysis

- Late material impacts

- Manpower requirements to schedule

  • Excellent communication skills, including ability to produce complex material consisting of qualitative Information, rationales, conclusions, and recommendations for presented material.
  • Interpersonal working relationships with emphasis on cooperation and teamwork.

PHYSICAL DEMANDS

Work occurs in both an outdoor shipyard environment and in an office setting.Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 50% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering.

ACCOUNTABILITY

Maintains working relationships with representatives from the trade and planning organizations.

Responsible to the department Supervisor for preparation, verification and distribution of accurate and timely planning products and analysis.

Completes assigned tasks within cost and schedule commitments with quality output

Acts as liaison to internal suppliers and customers of information

PAYSCALE

Scheduler I $57,600 - $95,200

Scheduler II $65,300 - $89,100

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
