About the Department

The mission of the Laboratory for Analytic Sciences (LAS, https://ncsu-las.org/) is to imagine, investigate, and implement innovative solutions for a variety of tactical and strategic analytic challenges. Academic, industry, and government professionals collaborate to create advanced technology and analysis tradecraft in support of the Intelligence Community. NC State leads a team that provides consultation, engineering, research, development, test, evaluation, and assessment services to support LAS and enhance related research and mission endeavors.

Essential Job Duties

The primary purpose of this position is to manage the day-to-day operations of the Laboratory for Analytic Sciences (LAS). This will include all aspects of NC State’s engagement with subcontractors and the US government customer. This will require coordination with interdisciplinary and geographically dispersed project teams and subcontractors. The individual in this position will serve as the primary point of contact for the LAS government customer and academic and industry performers. The position involves financial expertise, regulatory compliance, and collaboration skills.

ESSENTIAL DUTIES:

Operations

  • Manage fast-paced, rapidly evolving operations with multiple stakeholders with a high level of independence and decision-making authority
  • Develop and maintain the highest standards of business practices and customer service to meet LAS’s organizational goals
  • Develop, review, analyze, and document LAS business processes and procedures for LAS to ensure efficiency and alignment with organizational needs.
  • Collaborate with LAS PI and stakeholders to maintain the highest standards of administration and customer service.
  • Constantly review, analyze, and document LAS business processes for LAS to ensure efficiency and alignment with organizational needs.
  • Address issues and non-routine requests related to finances and human resources
  • Cultivate positive and productive relationships with other departments and units both within and outside the University
  • Primary point of contact for University offices and stakeholders
  • Foster collaborative engagement to enhance LAS’’s overall operations and initiatives
  • Serve as line manager for operations staff and ensure appropriate training and professional development

Financial Management

  • Perform LAS financial planning and prediction to support organizational goals. Analyze accounts to track and anticipate financial issues. Summarize financial data to support strategic decision-making processes.
  • Assist with the creation of budgets and financial documentation for the LAS proposals and task orders
  • Coordinate all budgetary changes and project closeouts.
  • Manage LAS p-card and perform monthly reconciliation.
  • Oversee payment processing in the NCSU system.

Contractual Compliance

  • Apply knowledge of local, state, and federal regulations and statutes governing LAS work
  • Collaborate with the Office of Research and Innovation (ORI) to manage subawards
  • Serve as a resource for financial protocols and policies, providing guidance on cost allowability and compliance.
  • Collaborate with performers and subawardees to ensure compliance and minimize risk to the university
  • Ensure compliance with departmental fiscal affairs and recommend resource allocation, planning, and procurement
  • Ensure production of administrative reports to meet contractual obligations.

Human Resource Management

  • Oversee HR actions related to any of LAS staff, students and no-pay research visitors
  • Manage department leadership meetings and additional strategic administrative meetings

Minimum Education and Experience

Four-year degree in accounting, business, finance or closely related degree to the area of assignment; three years of experience with financial management and/or accounting; one year of supervisory experience; or an equivalent combination of training and experience.

Other Required Qualifications

  • Strong interpersonal, computer, and organizational skills
  • Demonstrated written and oral communication skills with a focus on providing outstanding customer service
  • Experience with Google and Microsoft applications
  • Ability to work independently and as part of a team
  • Ability to balance and prioritize diverse requests in a dynamic environment.
  • High degree of discretion in dealing with sensitive information
  • Ability and willingness to obtain TS/SCI security clearance with polygraph

Preferred Qualifications

  • Thorough knowledge of university, state, and federal regulations regarding sponsored programs.
  • Ability to independently provide consultation based on regulatory knowledge.
  • Project Management Professional (PMP) certification

Required License(s) or Certification(s)

  • Ability and willingness to obtain TS/SCI security clearance with polygraph. Once obtained, must be maintained as a condition of employment.
