Position Summary

The Physical Plant Department is recruiting for a full-time Facilities Manager.  This position is responsible for coordinating Physical Plant administrative functions and managing an inventory of projects of low-to-medium complexity, researching potential vendors and resources for the completion of assigned projects, overseeing construction project activity, including pre-planning project cost control, construction, and warranty to ensure contractual compliance. Will also serve in the capacity of the Building Maintenance Supervisor for all Building Maintenance Technicians.  This position requires passing a post-offer physical and drug screen.

Duties & Responsibilities

  1. Provide organizational leadership and ensure accountability by effectively managing, mentoring, supervising, and evaluating work activities and performance of building maintenance technicians.
  2. Serve as a College representative responsible for contract administration of assigned construction, renovation, and deferred maintenance projects.
  3. Schedule, coordinate, and manage in-house construction and renovation projects.
  4. Develop and maintain service contracts for all Physical Plant projects and repairs. 
  5. Provide administrative oversight of regulatory inspections and reporting to include fire safety, elevator, waste water sampling, Tier II hazardous chemical reporting, and waste disposal.
  6. Monitor, prioritize, and track all Computerized Maintenance Management System (CMMS) work requests. 
  7. Implement and monitor preventative maintenance tasks and schedules to reduce equipment and building system failures.
  8. Monitor building infrastructure and implement repairs and improvements to ensure a safe and well-maintained condition.
  9. Requisition and procure materials from vendors and coordinate with outside contractors providing contract and/or emergency services.
  10. Serve as the Physical Plants lead for all vehicle and generator maintenance.  
  11. Interact with building occupants on scheduled and nonscheduled activities to ensure open and effective communication.
  12. Ensure all building and fire evacuation plans are current. 
  13. Maintain and update the master key index as needed. 
  14. Conduct safety and security audits of all College facilities and represent building maintenance on the College’s Safety and Security Committee. 
  15. Provide warranty administration for all project equipment and furniture purchases.
  16. Inspect facilities for compliance with building codes and accessibility standards.
  17. Coordinate physical plant responsibilities for special events and projects.
  18. Approve employee time cards, and paid time off requests; In consultation with Physical Pant Director, approve overtime for building maintenance personnel.
  19. Perform annual employee evaluations and process disciplinary and incident/accident reports. 
  20. Manage department budget; ensure spending within budget allocation; provide input and direction to the budget planning process.
  21. Respond to emergency calls during non-business hours.
  22. Responsible for other duties as assigned by the Director of Physical Plant.

Qualifications

  • Bachelor's degree in Construction, Business Administration, or Project Management preferred. 
  • Minimum of least ten (10) years experience in building maintenance, construction, or related field required.
  • Minimum of three (3) years supervisory experience that includes basic employment practices, evaluation of staff, staff planning and staff utilization required.
  • Two (2) years or more experience implementing and managing a preventive maintenance program required.
  • Demonstrate the ability to lead during change and to create collaborative and collegial working relationships.
  • Ability to effectively communicate with employees in both oral and written forms.
  • Ability to analyze problems and estimate repair/replacement costs, formulate project budgets, and produce cost estimates.
  • Working knowledge of all local, state, and national building codes.
  • Ability to use e-mail, internet, MS Office, and computerize maintenance management system for basic business applications.
  • Ability to read, understand, and accurately interpret a variety of technical documents such as technical drawings, specification records, and operating and maintenance manuals.
  • A valid Texas Driver’s License is required to drive College vehicles.

Physical Demands

  • Must be able to safely push, carry, or lift objects weighing up to 75 pounds. 
  • Must be able to frequently stoop, kneel, and reach. 
  • Must have ability to stand for a minimum of two (2) hours without a break. 
  • Must be able to climb and work from ladders and scaffolds.
  • Must be able to work indoors, outdoors, or in confined spaces.
