Introduction:

The Program Coordinator of the Office for Institutional Effectiveness (OFIE) plays a pivotal role in leading and coordinating strategic planning, institutional research, accreditation processes, and resource development at Kapi‘olani Community College. Reporting directly to the Chancellor, the Program Coordinator provides expertise in data analysis, research methodologies, and planning to support informed decision-making and enhance the institution's overall effectiveness. The Program Coordinator also collaborates with faculty, administrators, and staff to drive continuous improvement across academic and non-academic programs.

 

Duties and Responsibilities

  • **Serves as Campus Liaison between University of Hawai‘i Community College (UHCC) system office and UH System on matters relating to data, surveys and other related issues.

  • **Serves as Campus Liaison for  Community College Survey of Student Engagement (CCSSE).  Directs campus efforts on CCSSE.

  • **Serves as a point of contact with external evaluators.

  • **Lead the data collection and curation for the College?s strategic plan, assessment, and accreditation processes in collaboration with the campus community.

  • **Provides direction and guidance for the creation of long-range planning documents.

  • **Partners with other UH campuses and the UHCC system to develop timely and accurate research, with specific emphasis on workforce development.

  • **Participates and leads in University of Hawaii system working groups to solve problems and innovate around planning, policy, research, and evaluation.

  • **Leads in the development of predictive modeling reports so that they are actionable by the Executive Leadership Team and other campus decision-makers.

  • **Establishes and leads the College’s Institutional Research (IR) Committee. Oversees the collection, analysis, and interpretation of institutional research data to inform management, resource allocation, and decision-making processes. Develops methodologies and procedures for gathering both internal and external data relevant to institutional effectiveness.

  • **Conducts studies and research on various institutional issues, including demand forecasts, program characteristics, and group demographics. Conducts research to support the College's strategic goals and metrics. 

  • **Assists with coordination and management of the Accreditation self-evaluation process, ensuring the completion of action items. Assists with conducting comprehensive program reviews to assess institutional effectiveness, program outcomes, and alignment with strategic goals.

  • **Assists with supporting self-evaluations required for re-accreditation purposes.

  • Coordinates, administers, and analyzes surveys, questionnaires, and focus groups, including the end-of-semester Student Feedback Survey.

  • Extracts insights from survey data to drive improvements in teaching, learning, and institutional processes.

  • **Serves as an in-house consultant for faculty and staff on research design, statistical analysis, and data interpretation to enhance institutional outcomes.

  • **Collaborates with the Accreditation Liaison Officer (ALO) and others to prepare and submit required institutional reports for State and Federal agencies.

  • Coordinates administration, analysis, and reporting of external surveys and research projects. 

  • Analyzes research questions and provides institutional data for program review, as necessary, in support of College operations including grant-funded activities.

  • Determines sequence and scope of institutional research projects. Reviews and be accountable for maintenance of the College data dashboard. Establishes and monitors standards for data entry and use of collected data, including maintaining data integrity. 

  • Provides support to faculty and deans regarding documentation and collection of course, program, and institutional  assessment and outcomes data for the purpose of helping to improve student learning, services, and programs. 

  • Remains current regarding national and State research relating to community colleges and higher education. 

  • **Establishes and maintains the budget for the unit.   

  • Coordinates a regular environmental scan in support of decision making and strategic planning.  

  • Centralizes and maintains files relating to institutional research.  

  • Develops and maintain the IR websites. 

  • **Develops protocols and standard operating procedures with OFIE IR staff.

  • Other duties as assigned.

Minimum Qualifications

 

  1. Possession of a baccalaureate degree in Social Science, Physical Science, or Mathematics, Education or related field and 5 years of progressively responsible professional experience with responsibilities for institutional research, of which 2 years of the experience must have been working in a supervisory capacity within institutional research or related areas; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. 

  2. Considerable working knowledge of principles, practices and techniques in the area of institutional research as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with institutional research.

  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials to diverse audience.

  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, including administrators, faculty, students, staff, donors, government officials, industry partners, and other individuals.

  7. Demonstrated ability to operate a personal computer and apply word processing software.

  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

  9. Demonstrated ability to recognize problems, identify possible causes and resolve the full range of problems that may commonly occur in the areas of conducting surveys, data collection, and quantitative analysis.

  10. Experience with the development and analysis of web surveys; knowledge of web-based survey software.

  11. Demonstrated ability to effectively communicate with a diverse range of populations at the college, including faculty, staff, students, and administrators.

Desirable Qualifications

 

  1. Master's in Higher Education Administration, Institutional Research, Educational Leadership

  2. Extensive experience in institutional research, strategic planning, accreditation processes, and data analysis within a higher education setting.

  3. Proficiency in research methodologies, statistical analysis, and data visualization tools.

  4. Strong understanding of accreditation standards and processes.

  5. Knowledge of SCT Banner and/or Oracle databases.

  6. Knowledge of current issues in higher education assessment such as student learning outcomes, student learning initiatives, pre college remediation and program reviews in the community college setting.

  7. Knowledge of data governance and data security issues in higher education.

  8. Evidence of ability to work in a collegial manner with peers, faculty, department chairs, student support services professionals, and administrators.

  9. Experience in the community college sector, and understanding of community college mission, vision, values, and related program review, and tactical and strategic planning.

  10. Evidence of commitment to Kapi‘olani Community College’s vision of positioning itself as a model indigenous serving institution whose graduates strengthen the social, economic, and sustainable advancement of Hawai‘i and the world
