DESCRIPTION

The Department of Medicine (DoM) is the largest department within the UCSD School of Medicine (SoM) and is responsible for fulfilling its teaching, research, and clinical missions. DoM employees approximately 600 salaried faculty, nearly 300 academic appointees, and more than 300 residents, fellows, and postdocs, supported by over1,000 staff members.

Reporting directly to the Clinical Research Supervisor and under the general oversight of the DOM Business Office, the incumbent will serve as the senior departmental specialist for Clinical Trials. The Specialist serves as departmental lead and the trainer for the clinical trials financial operations within the Department of Medicine and its entities. The incumbent is responsible for fiscal and operational oversight of departmental portfolios, including all Clinical Trials Administration (OCTA) initiated clinical trials. Responsible for managing the planning, implementation, and tracking of the clinical trials fiscal and operational processes.

The incumbent oversees the invoicing structures, fiscal management, expenditure approval, cost transfers, reporting, and analysis for all departmental industry initiated clinical trials portfolios. Will provide fiscal advice, assistance and guidance to faculty and department support staff and ensure compliance with UCSD and governmental rules, regulations and policies of fund they manage. Develops strategies for deployment and allocation of resources, fiscal coordination, management of budgets, and oversight of each of these tasks to ensure goals and objectives of each project are met in a timely manner; ensures expenditures are in line with financial strategies in collaboration with the Principal Investigators (PIs) and unit/ site directors and fiscal managers/ coordinators. Will be responsible for performing in several operational and financial applications which are vital to the operation of the Clinical Trials portfolios in the department. Performs payroll source funding solutions for faculty and staff, will lead and work in cooperation with the Contract and Grant Officers, Sponsored Project and Business Office Fiscal Managers, General Accounting and other central personnel team members as needed.

Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

MINIMUM QUALIFICATIONS
  • Seven (7) years of related experience, education/training, OR an Bachelor's degree in related area plus three (3) years of related experience/training.

  • Thorough knowledge of finance policies, practices, and systems. Knowledge of grants, budgeting and reporting techniques.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Demonstrated ability to clearly and concisely convey technical information, both written and verbal, to a broad audience. Experienced with Microsoft Word, PowerPoint, and Outlook. Experienced in documenting results of reporting procedures, requirements, and reports, in a highly organized fashion both with internal collaborators and external stakeholders with minimal review and oversight.

  • Strong ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Excellent mathematical skills. Excellent computer skills and working experience with computer software programs such as MS Office.

  • Effective interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Ability to interact effectively and tactfully with individuals and groups at varying levels of authority. Experience in academics or industry setting negotiating subjects of legal, analytics, audit, and/or financial significance.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

  • Knowledge of compliance regulations in all areas of research administration.

  • Knowledge of Clinical Trials concepts.

  • Experience in leading planning meetings, decision-making and contributing to the development of research funding proposals and research grants.

PREFERRED QUALIFICATIONS
  • Experience with Oracle Financial Cloud, Kuali and/or UCPath.
  • Knowledge of University policies and procedures relating to contract and grants, and accounting.
  • A minimum of two (2+) or more years of financial or clinical research experience.

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
