Position Summary

Under the direction of the Associate Vice President of Equity Institutional Effectiveness and Innovation or their designee, the Title V HSI Grant Director VII is responsible for the successful fiscal, operational, and compliance administration of the federal Title V Hispanic Serving Institution (HSI) grant.

American River College’s Title V HSI project has been developed with three distinct activities:

  • Espacio: Creating a space for Latinx and low-income students.
  • Conexiones: Developing relationships with faculty, peers, and the college community.
  • Difusion: Providing outreach to K-12 schools in ARC’s service area.

The project that will focus on creating new programs that will help Latinx and low-income students to develop a better sense of belonging in college and improve metrics related to success, retention, graduation, and transfer.

Assignment Responsibilities

The assignment may include, but is not limited to:

PROJECT DOCUMENTATION/DELIVERABLES:
● Serve as grant administrator and institutional lead for the project.
● Administer the program in accordance with Title V regulations.
● Solving operational challenges as they arise in implementation of the grant/Project, including the documentation of best practices and the opportunities for program improvement.
● Communicating verbally, and in written form, on a regular basis as determined by the Associate Vice President of Equity, Institutional Effectiveness, and Innovation.
● Creating effective and practical project work plans, timelines, and budgets for implementing Project Adelante.
● Working with the Office of Equity and Institutional Effectiveness to collect data needed to determine effectiveness of Project Adelante goals and expected outcomes in order to ensure meeting of Title V HSI grant provisions.

PROJECT OVERSIGHT:
● Supervising and evaluating the contribution of Project Adelante classified professional staff in relation to Project goals and their specific work with regards to the outcomes for students.
● Managing all administrative, budgetary, contracting, compliance, and reporting aspects of the Title V HSI grant for the U.S. Department of Education and for the Los Rios Community College District.
● Identifying and implementing best administrative and budget practices of the Los Rios Community College District.
● Providing guidance for a thorough formative and summative evaluation of Project Adelante.
● Participating in College Accreditation efforts and Program Review.
● Participating in all Title V HSI grant and Project Adelante activities.

COLLABORATION/TEAM BUILDING:
● Maintain a positive working relationship with the Title V program officer, including submitting required information and reports..
● Working with faculty, classified professional staff, administration, and students to ensure appropriate and effective implementation of Project Adelante related instruction, counseling, and student services.
● Working collaboratively with ARC’s Homebases, Instructional and Student Services Deans in implementation of College student success goals.
● Developing and sustaining community partnerships aimed to increase the success of Hispanic and low-income students.
● Developing and sustaining partnerships for referrals to ARC, e.g.: K-12 UC, CSU, Community Resources, Sacramento County Office of Education.

LEADERSHIP/COORDINATION:
● Providing leadership and day-to-day direction in realizing the vision of the Project Adelante.
● Developing and enhancing a comprehensive plan to identify and address ARC’s enrollment, retention, support, and graduate rates of Hispanic and low-income students.
● Representing American River College in meetings and conference calls with regards to Project Adelante and the Title V HSI grant in the role of Project Director and ARC administrator.
● Maintain documentation for all Title V-funded personnel and outside consultants.
● Report on progress to the college President and other administrators, as well as other constituents, including college committees.
● Adhere to all timelines set forth in the grant proposal.
● Serve as the contact for the external evaluator and work closely with the evaluator to monitor the progress of all project components.

Performing other duties as assigned.

8:00 a.m. to 4:30 p.m., Monday – Friday

The assignment may include day, evening, weekend, and/or off-campus work and/or hours.

Minimum Qualifications

  1. Have a master’s degree. *All degrees must be from an accredited institution completed by May 6, 2024.
  2. Have two years’ experience in grants management and/or project management, leadership and supervision; experience in advising, counseling, teaching, or student services to effectively lead and manage this project. In addition, have one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.
  3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.

$113,665.48 - $123,035.17 per year. LRCCD Salary Schedules
