Position Summary/Purpose of Position:

To assist the Manager of Piped Services in providing leadership and general oversight of administrative and expert technical supervision of personnel in the general and daily operations of an assigned unit/team in the Piped Services unit, including technical support in the use of electronic and digital devices to locate underground utilities, test and certify backflow prevention, equipment installations and troubleshoot equipment problems. Supervise the technical maintenance work/installation services, including all underground utilities (water, gas, sanitary and/or steam) and all building piped services. This position is responsible for the supervision of Plumbers, Plumber Specialists, and a MT Multi Trades Chief I.

Minimum Qualifications:

Education:
  • Bachelor’s Degree or High School Diploma/GED with an equivalent combination of education and/or experience, vocational Plumbing trade school or vocational college level course certification in the Plumbing industry.

Experience:
  • With a Bachelor’s degree, four (4) years of progressively responsible experience required in the plumbing, steamfitting, and underground utility trades; without a Bachelor’s degree, eight (8) years of experience is required, to include at least three (3) years in a lead or supervisory capacity.

Knowledge, Skills, and Abilities:
  • Comprehensive knowledge of, and skill in, the basic engineering principles, methods and techniques of the trade(s) where assigned and of the OSHA/MOSH regulations related to the trade(s) area.
  • Thorough knowledge of, and skill in, the practical application of electronics, hydraulics, and mechanics as used in maintenance work. 
  • Knowledge of basic mathematics including area, volume, weights and the practical application of fractions, percentages, ratios and proportions.
  • Ability to apply principles of supervision in the maintenance trades. 
  • Skill in the care and storage of equipment and supplies used in the area(s) where assigned and in the use and maintenance of the tools and equipment of the trade(s) where assigned. 
  • Ability to read, interpret and work from blueprints, schematics, drawings, and specifications.
  • Ability to communicate effectively; both verbally and electronically. 
  • Supervise and train skilled and unskilled employees in assigned trade(s) work and to plan and organize maintenance work.
  • Ability to determine sufficiency of cost estimates prepared by others and to prepare specifications for tools, equipment, materials, supplies, reports and summaries.

Additional Certifications:

  • Candidate must possess a current WSSC Master Plumber and Master Gasfitter license.
  • Candidates with licenses from jurisdictions with reciprocal agreements with WSSC will be required to reciprocate said licenses to WSSC prior to appointment to the position.
  • Must maintain a valid class C Maryland Driver’s license or equivalent with fewer than 6 points.

Incumbent is an Essential employee and is subject to a 24-hour day, 7-day week span of operation. Essential category is Catastrophic and Weather/Other. Must be able to work evenings and weekends. Must be able to work in, on, over and under fixed equipment and machinery; to work from lifts, ladders and scaffolding; to manipulate heavy equipment, tools and supplies and/or exert force up to 70 lbs.; to concurrently manipulate multiple controls on equipment and machinery; to work in hazardous or irritating environments, confined spaces, and adverse weather or temperature conditions; to wear and work in personal protective equipment. Incumbent is required to wear safety footwear provided by the university.
