This position will work a hybrid schedule which includes a combination of working both onsite on Campus and remote.

DESCRIPTION

Under the direction of the Administrative Vice Chair, manages the daily operation, planning, coordination, and supervision of the complex financial and administrative functions of the Psychiatry Sponsored Projects Office. Leads sponsored projects team handling award portfolios of over 220 faculty and more than 450 proposals annually. Oversees annual expenditures exceeding $200M. Research faculty portfolios include over 650 active awards with about 70% NIH & NIH sub awards and other Federally funded projects, about 25% Industry-funded clinical research projects, with remaining funding from Private contracts, State, Recharge Units, Lab Service Agreements and Gifts. Trains and oversees four supervisors, 21 sponsored projects staff in the areas of pre award and post award contract and grant administration. Assumes final accountability for ensuring that all contractual agreements issued and executed by subordinate supervisors and staff not only meet the needs of the Principal Investigators but also protect the interests of the University, are legal and consistent with University policy, Federal regulations, etc.

Responsible for the establishment and management of all sponsored projects in the department and for systems of reporting and ensuring financial and administrative controls for all sponsored project funding. Provide complex financial reporting to include budget development and trend analysis, create and compile financial reports which track spending patterns, capture statistics and identify trends. Coordinates budget process as related to faculty funding on grants. Maintains relationships with all financial analysts and administrators who support Psychiatry faculty, including those PIs with VA dual appointment or in other departments. Provide advice and guidance on complex policies and procedures for faculty, business office, and division level staff. Serve as back-up for analysts when out of the office or when there are gaps in hiring replacements. Consults and advises Division staff, Faculty, Administrative Vice Chair (AVC) and Department Chair on all aspects of Psychiatry Sponsored Project activity. Responsible for ECERT compliance. Contributes to strategic planning in the Psychiatry Business Office. Serves as member of the Department Leadership Team.

Collaborates with Veterans Affairs Administration and Veterans Medical Research Foundation on research faculty with dual appointments. Supports emerging research initiatives by creating streamlined pathways and processes across the institutions. Coordinates research administrative support funds and part of negotiation team to assist with revising agreements as required.

Serve as a liaison as necessary with the Office of Contracts & Grants Administration (OCGA), Office of Post Award Financial Services (OPAFS), the School of Medicine Health Sciences Sponsored Projects Pre-Award Proposal Office (HSPPO), and funding agencies.

Executes communications for all research related policy and procedure input. Functions as Chief Administrator for multiple PPG and other major grants providing direction to supervisors, fund managers and PIs. Collaborate with departmental and institutional leadership to develop systems and reporting mechanisms. Work closely with departmental faculty and support staff to identify short-/ and long term opportunities.

MINIMUM QUALIFICATIONS
  • Eleven years of related experience, education/training, OR a Bachelor's degree in related area plus seven years of related experience/training.

  • In-depth knowledge of the organization's operational, personnel, and financial transactions and systems related to administration of contracts and grants.

  • Demonstrated ability to negotiate mutually beneficial agreements.

  • Knowledge of industry best practices.

  • Demonstrated ability to work independently; excellent organizational and interpersonal skills. Demonstrated ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems.Proven expertise developing objectives and policies, forecasting, budgeting, financial management, organizational management, supervising, and audit and compliance.

  • Service orientation, strong management skills, leadership, sound judgment and decision making, critical thinking and creative problem solving. Must be able to maintain confidentiality.

  • Demonstrated skills using common desktop / web applications; understanding of research enterprise databases.

  • Ability to communicate clearly verbally and in writing to multiple constituencies.

  • Expert knowledge in pre- and post-award processes in the sponsored projects field. Advanced knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements.

  • Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Thorough knowledge of current compliance regulations in all areas of research administration.

  • Demonstrated expertise managing high volume and complex transactions and performing highly complex financial analysis and customized reporting.

  • Thorough knowledge of UCSD, financial, contract and grant policies etc. and its interpretations.

  • Demonstrated and progressive supervisory experience managing large groups. Demonstrated ability to plan, implement, and evaluate change in the workplace to align to the strategic goals of the organization. Extensive experience with team building, group facilitation, strategic planning, and leadership skills to achieve goals through promoting collaboration, team building and working cooperatively with others to foster and promote a service-oriented team environment.

  • Demonstrated experience to manage the daily operation, planning, coordination, and supervision of the complex financial and administrative functions of the Psychiatry Sponsored Projects Office. Proven ability to lead the sponsored projects team handling award portfolios of over 220 faculty and more than 450 proposals annually.

  • Demonstrated experience to assume final accountability for ensuring that all contractual agreements issued and executed by subordinate supervisors and staff not only meet the needs of the Principal Investigators but also protect the interests of the University, are legal and consistent with University policy, Federal regulations, etc.

  • Proven ability to provide complex financial reporting to include budget development and trend analysis, create and compile financial reports which track spending patterns, capture statistics and identify trends.

PREFERRED QUALIFICATIONS
  • At least seven years of demonstrated supervisory and leadership responsibility.

Pay Transparency Act

Annual Full Pay Range: $101,200 - $192,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $48.47 - $92.05

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
