Position Summary/Purpose of Position:

The University Attending Veterinarian (UAV) and Director of the Department of Laboratory Animal Resources (DLAR) oversees the on and off campus care and use of animals in research, education, and service programs at the University of Maryland, College Park. This includes a wide variety of vertebrate species used in biomedical and agricultural research education.

The UAV ensures compliance with all federal, state, and local regulations and policies, as well as adherence to AAALAC standards; oversees several aspects of veterinary care such as husbandry, facilities, housing, preventative medicine and health surveillance, medical treatment, establishment of sedation, anesthetic and analgesic guidelines, handling and immobilization; ensures the legal purchase and transportation of animals within and between institutions and across states and country lines; and, develops, oversees and participates in animal user/stakeholder training and outreach programs.

They participate in site visits and consultations by external oversight organizations (AAALAC International, USDA, industry partners, etc.). The UAV serves as a member of the campus Institutional Animal Care & Use Committee and other relevant committees such as the Institutional Biosafety Committee, evaluating animal use protocols and amendments, providing guidance and support to committees, principal investigators and biosafety personnel, and, advises University leadership about issues and policies pertaining to animal care and use.

As the DLAR Director, oversees the operations of the unit, ensuring that appropriate clinical care, facilities, housing, personnel and equipment are provided to meet the needs of University clients in accordance with regulatory and compliance standards. They oversee and participate in veterinary care for all UMD animal facilities.

This is a designated essential position supporting the animal care program and requires the ability to work evenings, weekends, holidays, and during emergency conditions, such as inclement weather and power failure.

Minimum Qualifications:

Education:
Completion of an accredited Doctor of Veterinary Medicine (DVM/VMD) program. If degree not attained in the U.S., a certificate (e.g. Educational Commission for Foreign Veterinary Graduates (ECFVG)) of equivalent training accepted by the American Veterinary Medical Association (AVMA) is required.

Experience:
  • A minimum of ten (10) years of experience in laboratory animal medicine which includes institutional veterinary research (academic, industrial or government).
  • A minimum of five (5) years of supervisory experience.
  • Experience overseeing training curricula with the ability to prepare and present materials at training sessions.

Knowledge, Skills and Abilities:
  • Demonstrates a commitment to communication, customer service, organization and ongoing improvement of University Animal Care and Use programs.
  • Direct knowledge of AAALAC accreditation process.
  • Must have intimate knowledge and familiarity with regulations, standards, and guidelines for the care and use of vertebrate animals in teaching, research, and service.
  • Demonstrated leadership skills with workforce management and budget oversight.
  • Excellent interpersonal and organizational skills.
  • Strong consultative skills with the confidence and ability to enforce rules and make quick informed decisions.
  • Ability to effectively function as part of a team, and in collaboration with diverse audiences.
  • Ability to handle sensitive matters with discretion, tact, and confidentiality.
  • Computer literacy with standard word processing, MS Office Suite (i.e., Excel, Word, PowerPoint), email, and Internet applications.

Preferences:

  • Veterinary license in the State of Maryland.
  • Practitioner’s DEA license for dispensing of controlled substances, preferably in the State of Maryland.

Additional Certifications:

Required:
  • Licensure to practice veterinary medicine in a state or territory of the United States.
  • Must be USDA accredited.
  • Practitioner’s DEA license for dispensing of controlled substances.
  • Certification or eligibility to sit for the American College of Laboratory Animal Medicine (ACLAM) Boards.

Physical Demands

This position requires the individual to wear and work in personal protective equipment. This position requires that the individual is able to lift a minimum of 50 lbs. and can maneuver large, cumbersome equipment. This individual may be working with potential biohazards related to animal exposure (airborne allergens, contact reactions) and may be exposed to animal diseases and/or research-generated diseased animals. Ability to attend meetings and trainings both on and off campus. Regularly required to stand, walk, sit, reach, lift/move (up to 20 pounds), point, talk, and hear.
