SUMMARY: Reporting to the Board of Regents, which consists of five members that are appointed by the Governor, the President serves as the leader of the Northern Oklahoma College executive team. The President oversees all aspects of Northern Oklahoma College, a multi-campus institution. The President is the chief executive officer of Northern Oklahoma College and of its governing board. The President is accountable to the governing board for Northern Oklahoma College, its personnel, and all its official activities. The President must have the ability to speak publicly and represent the institution to a variety of constituencies, and must significantly enhance support for the College’s needs. The President collaboratively works with others and provides leadership in the planning, organizing, and follow through to achieve the goals of NOC’s mission. The President must also continually strive to eliminate barriers to college access, success, and graduation. She/he must respect and value diversity in a culturally vibrant, socio-economically diverse and resilient state.

ESSENTIAL DUTIES AND RESPONSIBILITIES include:

  • Spokesperson for Northern Oklahoma College and representative for the institution with the State Board of Regents, other state and federal agencies, public bodies and organizations, and other entities.
  • Intermediary between faculty, staff, and students with the governing board.
  • Provide extensive delegated authority from the governing board to conduct business affairs, to handle personnel matters, and to meet other situations as they occur.
  • Act as a personal contact with the public, whether or not in actual conduct of business affairs.
  • Accountable to the governing board for the institution, its personnel, and all its official activities.
  • Develop and implement strategic plans for increasing student access, enrollment, retention, graduation, and career/workforce-readiness.
  • Embrace and promote the College vision, mission, values, and strategic plan.
  • Support student life at NOC.
  • Support faculty and staff at NOC.
  • Chair the NOC Executive Council, and delegate to them such authority and responsibility as is required to perform their assigned duties.
  • Chair search committees for NOC Vice Presidents who are members of the Executive Council.
  • Maintain and adjust the institution’s organizational chart as needed.
  • Participate in local communities served by NOC and be civically engaged.
  • Ability to work effectively in diverse communities and meet the needs of diverse student populations.
  • Develop additional fiscal resources through public and private funding by working with the Northern Oklahoma College Foundation, serving as a NOCF trustee and chief executive officer on the foundation’s executive committee.
  • Engage in government affairs that support the well-being of NOC.
  • Communicate well with internal and external stakeholders of the College.
  • Anticipate the need for new programs, new modes of learning and new initiatives, and plan for the timely implementation to keep the College on the leading edge of higher education.
  • Provide leadership to expand and improve physical facilities and technology.
  • Be a positive ambassador for the College and enhance partnerships with external entities.
  • Enhance and maintain positive higher ed partnerships with NWOSU and the Bridge Program and with OSU for the NOC/OSU Gateway program.
  • Enhance and maintain positive career technology partnerships including but not limited to Autry, Pioneer, and Meridian technology centers.
  • Enhance and maintain positive partnerships with local K-12 schools.
  • Serve as an ex-officio member on numerous boards and committees including but not limited to: area chambers of commerce, development authorities, workforce groups, Standing Bear Foundation, Stillwater Education Leadership Council, Enid Executive Leadership Council, Enid Higher Education Council and the University Center at Ponca City.
  • Be an active member of the OSRHE Council of Presidents and serve as needed on committees.
  • Be an active member of the Council of Two-Year Presidents and the Oklahoma Association of Community Colleges.
  • Ensure the fiscal responsibility and stewardship of all local, state or federal funds, both public and private and work with VP of Financial Affairs to develop budget recommendations that support the mission and strategic plan of the College.
  • Work with attorney general’s assigned attorney as needed for legal advice.
  • Provide administrative direction in the development and initiation of college policies and procedures.
  • Serve on the NOC Emergency Response Team.
  • Serve as an ex-officio member on NOC standing committees as needed.
  • Maintain job manual for position with regular updates to describe responsibilities and processes in the event of incapacitation or succession.
  • Assure compliance with college, state and federal regulations, and requirements of HLC accreditation and other program accreditations.
  • Assist Northern Oklahoma College to continue recognition as a model institution and leader in academic quality and cultural enrichment, promoting student success, collaborative learning, creative and forward thinking, and community responsiveness.
  • Keep the Board informed as to college initiatives as a whole; offer professional advice to the Board on items requiring Board action with recommendations based on thorough analysis, data collection, and sound educational principles.
  • Organize and prepare for NOC Regents meetings according to the Oklahoma Open Meetings Act.
  • Perform all other duties as necessary to accomplish the educational objectives of the College and/or as assigned by the NOC Board of Regents.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The President must preserve confidentiality of privileged and sensitive information; use independent judgment and initiative in the planning, organization, and performance of responsible of all the aspects for Northern Oklahoma College; establish and maintain cooperative working relationships with those contacted in the course of work. Leadership, creatively, strong organizational, communication and human relations skills are required. The ideal candidate will be able to work under pressure, be flexible, meet deadlines, and set priorities while maintaining professional relationships when dealing with individuals; he or she must also value the significance of collaborative inclusiveness with a diverse employee and student population. The successful candidate will be an effective advocate who is assertive, yet diplomatic and passionate about helping students succeed and employees develop professionally. Weekend and evening work will be required. Subject to satisfactory Fair Credit Reporting Act Disclosure, which includes a criminal background check.

EDUCATION and/or EXPERIENCE: A minimum educational level of a master’s degree is required, doctorate preferred both from a regionally accredited college or university. Knowledge and experience in executive procedures and decision making is essential. Experience at a multi-campus institution and previous employment at a community college and a four-year institution is preferred. Significant senior level leadership and administrative experience in higher education at a community college is preferred.
