Job Description

Reynolds is one of the largest community colleges in Virginia and serves Virginia’s capital city and five nearby counties. Annually, our four campus sites serve approximately 13,000 credit students and provide training for 7,400 students through the Community College Workforce Alliance. The Director of HR Operations will provide administrative leadership and supervision in a variety of HR functions, to include Benefits Administration, Performance Management, Employee Transactions and Leave Administration. This position will report directly to the Vice President of Organizational Development and Human Resources and is expected to demonstrate accountability at this level, upholding confidentiality, and discretion at all times. Position will oversee and direct the Adjunct faculty pay process; benefits administration; faculty multi-year, promotion, and annual contract process; will be the expert on faculty pay and employment actions, conduct training for employees and managers regarding HR topics; manage HR record retention; and flawlessly execute a variety of high-level HR projects of the Commonwealth and the VCCS.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.


KSA's/Required Qualifications
Extensive knowledge of principles and practices of human resource management. Considerable knowledge of federal and state employment laws related to human resources. Working knowledge of classification and compensation analysis; performance management; employee transactions; and payroll processing. Working knowledge of supervisory practices and principles; employee relations; and customer service practices and principles. Demonstrated skill in managing complex databases and spreadsheets; and to perform accurate mathematical computations related to benefits and salaries. Demonstrated proficiency with HR project management to include the planning, resourcing, execution, and continuous improvement. Demonstrated ability to interpret complex HR policies, procedures, and programs; and analyze data and present sound conclusions. Demonstrated ability to advise and counsel employees and managers, and conduct employee training. Demonstrated ability to prioritize and manage multiple tasks; utilize effective organizational skills, and work independently and as a member of a team. Demonstrated ability to communicate effectively, orally and in writing, with a diverse population of faculty and staff. Demonstrated ability to operate a computer and current software packages.

Additional Considerations
Current experience administering VCCS HR programs and policies and benefits with the Commonwealth of Virginia, highly desirable. Management and/or supervisory experience in HR program that includes benefits administration. Work experience in human resource information systems, particularly Commonwealth of Virginia HR systems (i.e., Cardinal) is preferred. Experience in a college/university human resource office is strongly preferred. Professional certification in HR.
