Primary Function:  Reporting to the Associate Vice President, Enrollment Management, the Registrar is responsible for all functional duties performed in the department of Records and Registration as well as the provision of those academic and student records services needed to support the academic programs of the college.  The Registrar is responsible for the maintenance, accuracy, and security of the permanent academic records of current and former Northampton students and is the college official responsible for FERPA compliance.

Responsibilities:

1)  Provides strategic planning, direction, and supervision for the Office of the Registrar. (2) Interprets and ensure compliance with recordkeeping standards, as well as college policies and procedures, and ensure that all functions of the office are performed according to standards established by American Association of Collegiate Registrars and Admissions Officers (AACRAO) and to federal and accreditation rules and regulations, especially pursuant to FERPA regulations.  (3) Supervises/manages functions within the Office of the Registrar including, but not limited to the following: (a) overseeing the office budget, (b) responsibility for student records portion of student information system, (c) electronic records storage, (d) registration, (e) student academic records, (f) coordinate and develops transfer credit policy and procedures in concert with academic affairs, as well as producing credit evaluations in conjunction with the Admissions office. (g) degree audit and clearance, graduation certification, (h) support the planning and scheduling of courses and final exams, (i) assist in the development of the academic calendar with academic affairs for approval by the President’s cabinet, (j) updating of the college catalog; (4) Formulates, seeks approval for, administers, and interprets academic policies/procedures/regulations to faculty, staff, students, parents, and external publics. Provide training to college employees to ensure policies are communicated and applied accurately, consistently, and efficiently. (5) Confers regularly with the Associate Vice President and other college personnel to plan, coordinate, and evaluate policies, systems, and activities; exchange information, interpret policies; investigate and resolve problems to continually improve the services of the Office of the Registrar.  Close collaboration and coordination with academic affairs personnel is essential for this role. (6) Implements special responsibilities and projects and coordinates events, including commencement team, communicating with graduating students, and making other arrangements as assigned; participates in college committees including the Academic Policy and Curriculum Committee; perform other duties as assigned by the Associate Vice President. (7) Manage the completion of day-to-day items—residency, curriculum work, verification of attendance, grades, verification of enrollment, etc. (8) Performs other duties as may be assigned.

Organizational Relationships: (1) Responsible to the Associate Vice President, Enrollment Management for performance of assigned responsibilities. (2) Works closely and collaboratively with the Admissions, Academic Advising, Bursar, Financial Aid, One-stop, Military affiliated student services, Community Education, Online Learning, Academic Affairs, Pocono and Fowler campuses, faculty, and other college departments. (3) Advances and prioritizes departmental efforts as they relate to college and departmental goals. (4) Serves as a member of committees, projects, and work groups as assigned.

Performance Standards: 

Performance in this position is considered satisfactory when: (1) Mutually agreed upon objectives have been attained within a specified time frame; (2) Responsibilities of the position have been carried out at a level consistent with performance objectives; (3) Effective cooperative relationships exist with the other members of the administrative team; (4) Leadership competencies are exhibited in a manner consistent with institutional norms such that positive team/employee relations are fostered and employee developmental needs are proactively addressed.

Qualifications: (1) Education: Master’s degree required in student personnel, counseling, higher education administration or a related field from a regionally accredited college and a minimum three years supervisory experience preferred. (2) Skills, Knowledge, and Abilities: (a) Functional expertise/experience in the use of enterprise software that manages administrative functions overseen by the Registrar’s office to include but not limited to: technologies of storage, retrieval, retention, reporting, archiving, and purging of students records in a higher education setting.  Experience and understanding the possibilities and opportunity presented by workflow/business processes found in enterprise software. (b) organizational, communicative, and leadership skills; (c) ability to organize and work effectively with small and large groups; (d) Ability to function effectively as a member of the Enrollment Management team; ability to contribute to discussions with academic affairs staff and leadership. (e) ability to relate to students, academic personnel, and staff; (f) ability to adapt to differences and changes in programs, colleagues, student, and community characteristics; (g) desire and ability to make decisions based on an orientation to people that serves the clientele of the College, and is informed by a sophisticated use of operational and management data; candidate knows what and how to ask for data, how to apply data to planning, decisions, registrar-related processes, etc. (h) skilled in interpersonal relations; (i) Knowledge of generally accepted AACRAO guidelines, federal, state and regulatory requirements; and academic policies and procedures.  (j) Experienced with institutional reporting such as National Student Clearinghouse. (k) Significant experience/familiarity with enterprise software, associated peripherals and both ad hoc and managerial reporting requirements necessary for a registrar's office to support its own operations and those of the institution. (3) Experience: (a) A minimum of five years of relevant experience in a registrar’s office, as defined in the ‘responsibilities and qualifications’ sections described above, is required; (b) Substantial experience with hiring and training of staff; (c) Demonstrated competency to serve in an administrative capacity.
