The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. This position will be in support of Naval Health Research Center (NHRC), Deployment Health. The mission of the Deployment Health Research Department is to examine the effect of deployments and career experiences on the overall physical and mental health of service members and their families. An experienced department staff and flexible framework provide the ability to quickly adapt and confront novel health concerns of military, veteran, and DoD beneficiary populations and, where applicable, the general public.

HJF is seeking a Contract Program Manager to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees moderate to highly complex scope of work.

Responsibilities
    Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
  • Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.
Qualifications

Education and Experience

  • Bachelor's degree required; Master's degree in Business Administration, Public Health, or other related business or health science field preferred
  • Minimum of 9-10 years experience required.

Licenses and Certifications

  • Project Management Professional (PMP) preferred.

Required Knowledge, Skills and Abilities

  • Minimum of 5 years of experience as a Contract Program Manager for a military research department with an annual budget of at least $3 million and primary responsibility for managing at least 35 full-time, on-site contractors engaged in human subject research in the department's facilities on a military command
  • Demonstrated experience in consultant and vendor sub-contracting establishment
  • Functional knowledge of Federal regulations on the Protection of Human Subjects.
  • In-depth knowledge of federal budget processes and fundamental principles of project management
  • Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software
  • Prior experiences in the life sciences strongly preferred
  • Ability to obtain and maintain a T3/Secret Clearance

Work Environment

  • This position will take place primarily in a office setting.
