This position will be in support of Naval Health Research Center Field Laboratory Operational Infectious Disease (FLOID) Research Support Services. FLOID provide support for disease surveillance, accredited clinical laboratory testing, diagnostic evaluations, and scientific research services. NHRC is the lead laboratory for Navy and Marine Corps operational medicine research and development, with its strategic location making them ideally suited for the execution and oversight of biomedical research.

HJF is seeking a Senior Finance Manager to supervise finance administration of federal and non-federal grant and contract research programs. Supervises and directs managerial personnel responsible for operational oversight of sponsor invoicing, collection of revenue, financial status reporting, cash reporting, burdening, and grant and contract closeouts. Additionally, serves as Finance lead in managing Oracle system upgrades and administering workflow processes. Assists the Director of Finance in developing policies and strategies to execute management on all areas of billing, accounts receivable, and financial administration of federal awards.

Responsibilities
    Supervises, trains, and provides direction and support to team of Billing Managers and Financial Analysts responsible for billing and sponsor invoicing.
  • Administers monthly billing operations to ensure personnel complete billing vouchers timely and accurately.
  • Monitors the collection of funds on all invoices and receivables.
  • Coordinates with Billing Managers and staff to resolve unpaid invoices.
  • Monitors and reviews aging report to identify and resolve unpaid voucher.
  • Coordinates with government payment offices to resolve open vouchers. Identifies any invalid receivable items requiring adjustment.
  • Administers burdening processes in Oracle. Reviews and updates burden schedules and structures. Identifies indirect cost discrepancies applied to program awards.
  • Processes adjustments where needed. Provides direction and support to Financial Analyst for Burdening.
  • Serves on cross functional team in implementing burdening rates in oracle as those rates are approved by USAMRAA and DCAA each fiscal year. This team identifies and develops guide plans in administering retroactive burden adjustments and processes the adjustments in a timely and accurate manner with no adverse effects to the Oracle Financial System.
  • Administers workflow in Oracle to ensure proper award set-up as it relates to burdening, revenue, and financial reporting.
  • Identifies and assigns Billing Analyst responsibilities for new awards.
  • Serves as Finance team lead in testing, reviewing, and implementing Oracle system upgrades to ensure actual software changes work smoothly with no negative impact on Finance Operations.
  • Responsible for financial status reporting.
  • Coordinates with staff to complete financial reports on time and accurately.
  • Administers financial close-out reporting on grants and contracts.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Supervisory Responsibilities

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.
Qualifications

Education and Experience

  • Bachelor's degree in Accounting, finance, business administration, or related field. Advanced degree preferred
  • Minimum of 9-10 years experience required
  • 4 years of relevant experience in financial planning, accounting, and/or business operations

Required Knowledge, Skills and Abilities

  • Highly visible position requiring initiative, sound independent judgment, discretion, and strong analytical and communication skills.
  • Extensive knowledge of grants and contracts administration, fund accounting, and OMB Uniform Administrative requirements on federal awards.
  • Ability to communicate with Principal Investigators, management, external auditors, and government sponsors.

Work Environment

  • This position will take place primarily in an office.
