About the Department

The 900+ positions of the Facilities Division service the students and staff of the university’s teaching, research/administrative space, and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost-effective services to the university, ensure completed projects and maintenance that conform to codes and regulations while minimizing university liabilities and disruptions caused by the maintenance, repair, and building, and equipment modifications to the university.

The primary purpose of the Design and Construction department is to support teaching, research, extension, and other activities of the university through timely and economical completion of design, construction, renovation and/or repair, and other improvements to the facilities. Accordingly, this unit provides design and construction management for all university projects, endowment, and research-funded capital improvement projects. Capital improvement projects are defined by General Statutes as being valued at more than $100,000 and are subject to oversight by the Office of State Construction (SCO)governed by the State Building Commission (SBC)via legislative authority.

Essential Job Duties

The primary purpose of the Engineer II position is to provide design and construction project management services across a wide variety of project types, ranging from small to medium-sized ($5,000 – $5M) renovations and new construction.

Key duties and responsibilities include, but are not limited to:

  • Direct project management responsibilities for ensuring projects are completed on time and within established budgets.
  • Managing upward of 15-20 projects simultaneously, ranging from small to medium-sized renovations and new construction.
  • Working closely with campus units and 3rd-party designers/contractors to prepare scopes of work, bid, award contracts, and manage construction and project closeout.
  • Overseeing construction phase activities, including scope development, budget management, schedule management, construction administration, and project closeout.
  • Ensuring compliance with Federal, State, and local building codes, as well as university requirements, with minimal disruption to ongoing university activities.
  • Demonstrating a working knowledge of design and construction administration, including safety, scheduling, contract enforcement, inspections, and contract closeout.
  • Understanding building systems such as architectural, mechanical, plumbing, electrical, life safety, site utilities, security, communications, and conveyance systems.
  • Familiarity with NC building codes/standards and ordinances related to construction in the state government/university setting.
  • Experience with collaboration, communication, and coordination related to customer interaction/service, campus stakeholder engagement, and construction meetings.
  • Anticipating issues, formulating options, and resolving them effectively.
  • Managing multiple projects, prioritizing tasks, and creating detailed action plans to achieve goals with minimal oversight.
  • Utilizing goals to guide actions and making strategic decisions to ensure projects are completed within established budgets and timelines.
  • Ensuring that capital improvements to university facilities meet regulatory requirements while minimizing disruptions to ongoing activities.
  • Develops and manages program/project plan and prepares project scope definition.

Minimum Education and Experience

  • Bachelor’s Degree in the Engineering discipline related to the area of assignment; OR
  • An equivalent combination of training and experience

Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Proficient knowledge of standard design and construction practices and have both office and field experience.
  • Effective oral and written communication skills.
  • Ability to proficiently operate a personal computer and a variety of software for email, word processing, spreadsheets, databases & information collection.
  • Working knowledge of Microsoft Office.

Preferred Qualifications

  • Experience with Microsoft Project and Blue Beam Review is very helpful.
  • Progressive experience in project management in construction or related field.
  • Knowledge in the use of organization specific project management programs such as AERES, FM: Interact, AiM and capital improvement.
  • Knowledge of State and local building codes.
  • PE License preferred.
