Job Description

The Contracts Manager role requires the regular application of strong business acumen and subject matter expertise to understand program performance requirements, provide guidance, and influence contractual outcomes, resulting in support of program and financial objectives. The Contracts Manager is required to work closely with Operations leadership and the Vice President of BD & Contracts in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, contract execution, and all other contractual related matters affecting the company portfolio.

  • Effectively communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions.
  • Implement strategies to improve acquisition timelines and customer pace of contractual actions.
  • Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.
  • Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes.
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards.
  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process.
  • Significant experience in defense contracting including administration/management of cost-type contracts, fixed-price type contracts, DoD contracts for development, transition to production, full rate production, sustainment, and services.
  • Experience with OTA's and SBIR/STTR's is desirable.

  • The Contract Manager will be responsible for the administration of all contract activities to ensure that assigned proposals and contracts, including prime and subcontracts, are in compliance with all requirements.
  • Experience providing the customer with the following contract support
    • Receiving contracts, contract changes, and notification
    • Issuing Government contract status, including contract or pricing information, schedule, and performance data
  • Experience managing purchase orders and contract modifications
  • Experience developing and negotiating NDA's and TA's
  • Experience conducing OCI Screenings and providing recommendations on OCI status
  • Experience identifying risk and providing risk assessment and recommending risk mitigation approaches.
  • Responsible for negotiating and supporting fact finds and auditing contract execution and proposal activities, including scope, magnitude, and price
  • Significant experience with building out and managing actual, incurred, and projected pricing values and worksheets
  • Experience reviewing proposals to identify terms and conditions including required representatives and certifications (Reps & Certs)
  • Responsible for monitoring all program changes to ensure contract compliance and / or contract renegotiations are addressed.
  • Experience Prepares and / or provides ad hoc reports for executive management use.
  • Responsible for monitoring and managing invoice payments and timely payment of invoices.
  • Experience reviewing new contracts and contract changes orders for conformity to proposal requirements;
  • Responsible to resolve any discrepancies; executes acknowledgement and all associated documentation.
  • Responsible for entering new contracts and contract change orders; executes all associated documentation.
  • Advanced knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)

Education/Experience

  • Bachelor's degree in business or related field and 5-7 years related experience
  • 5+ years of experience drafting and negotiating US Government and commercial agreements;
  • A demonstrated understanding and strong working knowledge of US Government Acquisition Regulations and commercial legal principles;
  • The aptitude to work on diverse contractual issues simultaneously;
  • The ability to frame, draft and negotiate agreements;
  • Excellent presentation and verbal and written communication skills;
  • Strong work ethic with a commitment to ensure that all deadlines are met on time and with a high degree of quality;
  • The skill to be persuasive while maintaining a positive customer and/or teammate relationship;
  • Ability to work collaboratively with both internal and external customers
