DESCRIPTION

UCSD's Office of Coverage Analysis Administration (OCAA) is dedicated to ensuring billing compliance for clinical research. The department performs a comprehensive analysis of the clinical trial protocol, budget, contract and informed consent to determine what may be billable to insurance based on federal/state billing regulations including Medicare's National Coverage Decision (NCD) 310.1 as well as other third-party billing rules. It ensures consistent application of Medicare rules across studies, and consistent application of study documents. The office works closely with the clinical researcher and their study teams and central offices that include the Office of IRB Administration (OIA), the Office of Clinical Trials Administration (OCTA), and Revenue Cycle's Clinical Research Billing (CRB) department to assure harmonization of regulatory and budgetary processes in clinical trials.

Under the general supervision of the Budgeting Manager in the Office of Coverage Analysis Administration (OCAA), the incumbent will develop and negotiate budgets for industry sponsored clinical trials. Responsibilities include the review and analysis of clinical trial protocols to ensure appropriate cost and resource allocation of conducting the clinical trial at UCSD is fully captured in the budget. The incumbent will ensure appropriate research rates are applied to the budget and will negotiate the budget with the sponsor. The incumbent is required to interface, advise and consult with faculty and staff and central offices on research-related financial issues.

MINIMUM QUALIFICATIONS
  • Seven (7) years of related experience, education/training, OR a Bachelor's degree in related area plus three (3) years of related experience/training.

  • Thorough knowledge of finance policies, practices, and systems.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Advanced Excel and Access Database skills; demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Thorough knowledge of financial data management and reporting systems. Thorough knowledge of financial principles and excellent mathematical, accounting, and analytical skills to perform research and develop and compile data into accurate, concise, and complex reports.

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.

  • Ability to independently gather required information to organize, and perform financial analysis assignments.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions and make recommendations. Demonstrated experience with computerized systems, database management and spreadsheet and word-processing programs to manipulate data and create reports.

  • Ability to perform complex financial analysis and customized reporting.

  • Demonstrated experience analyzing and drafting complex clinical trial budgets and negotiating mutually satisfying terms and conditions.

  • Demonstrated ability to make financial/business decisions based on complex clinical trial protocols and long-range financial projections.

PREFERRED QUALIFICATIONS
  • Possess substantial knowledge of the programs and philosophy of Health Sciences; understanding and supporting the education, research and outreach missions of the Vice Chancellor's Office is essential. Knowledge of UCSD policies and procedures, including the willingness to understand and enforce these policies when required.

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
