SUMMARY

Assists in administration of repair contracts, including negotiations of modifications, cost and profit monitoring, risk identification and avoidance all under the general supervision of the Manager of Contracts. Reports to Supervisor of Contracts. The incumbent will have moderate latitude in planning and performing his/her activities within department practices and company priorities. Individual will need to work independently and prioritize multiple internal and external customers. Individual will work closely with Repair Program Managers, Engineers, Production and other Contracts department personnel and will interface directly and extensively with external customer representatives from Southwest Regional Maintenance Center (SWRMC), Fleet Logistics Center (FLC) and other Navy Commands. Provides guidance to Contracts department clerical support personnel for matters related to contracts assigned to individual.

ESSENTIAL FUNCTIONS AND DUTIES

  • Performs functions listed above and is responsible for all aspects of administering contracts availabilities that have values up to $200,000,000, including all changes to those contracts. Contracts Administrators will be assigned an appropriate signature authority.
  • Works with Repair Contracts Estimators to support the preparation of Change Order Price Analysis (COPAs), works closely with Program Managers and Ship Managers to identify and quantify schedule impacts and ensure COPAs are properly reviewed and approved prior to submittal to the customer. Assists pricing negotiations as required and tracks Request for Contract Change (RCC) status. Distributes authorization emails to Production and Purchasing on settled contractual actions.
  • Prepares and submits contract letters with business or technical content.
  • Coordinates and submits contract data in accordance with a contract's data requirements. Receives data from the appropriate departments and generates the appropriate transmittal documents ("hard" copy and/or electronic).
  • Monitors progress payments of assigned contracts as required.
  • Resolves contractual conflicts between external customers and GD NASSCO.
  • Negotiates contract changes for assigned contracts and supports negotiations for high-value contracts, including multiple changes at any one time.
  • Interprets contract requirements for other GD NASSCO departments.
  • Identifies, develops, and submits insurance claims, requests for equitable adjustments and other claims.
  • Participates with Repair Production and Engineering in discussions with customers.
  • Participates as a team member (when applicable) and supports other projects as required.
  • Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle times and costs.
  • Individual will receive a high volume of emails and phone calls and will need to multi-task and determine priorities. Individual will need to respond to emails and phone calls after hours as required.

SKILLS AND QUALIFICATIONS

Requires a Bachelor's degree.

  • Two years experience in contracts administration or related fields. GD NASSCO professional or shipyard experience, a plus but not required.
  • Must be a self-starter with the ability to perform assigned tasks with a minimum level of supervision.
  • Requires excellent verbal and written communications skills and the ability to meet internal and external time deadlines. Individual must be well organized and posses the ability to write organized contract correspondence including letters, emails (internal and external).
  • Working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Strong knowledge of MS-Office.
  • Proven Skills as a facilitator, negotiator, and presenter.
  • Professional Certificate in Contract Management is preferred.

PHYSICAL DEMANDS

Work occurs in both an outdoor shipyard environment and in an office setting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing.Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements.While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 10% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering.

PAY SCALE

$81,000 - $111,300

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
