Primary Purpose:


Provides direction, supervision and leadership of the Land Management and Land Support groups. Resolves complex land rights related issues. Monitors work request system reports and performance-based metrics to ensure timely delivery of service to external customers and that internal service level agreements are met. Identifies process improvement opportunities and leads team through change driven by process improvements, regulatory and legal compliance. Ensures contractor performance of Land Management and Land Support group functions.

Duties and Responsibilities:

  • Oversees, manages, develops, provides direction, leadership, and supervision of the Land Management team. Ensures effective delivery of service and support by the Land Management and Land Support Services.
  • Develops and monitors Archibus system reports and performance-based metrics to ensure timely delivery of service to external customers, to meet or exceed established Service Level Agreements with internal business units, and to ensure the effective documentation management of customer communications, quitclaims, and encroachment requests, CPUC 851 compliance and related project documentation.
  • Identifies process improvement opportunities and leads team through change driven by process improvements, regulatory and legal compliance. Ensures compliance with established policies and procedures.
  • Strategically partners with peers, key business unit leaders, and manager to support company and internal initiatives. Ensures customers are billed and miscellaneous revenue collected for various Land Management services.
  • Develops scope of work, supports Supply Management in the RFP process, and ensures contractor performance of Land Management and Survey functions. Reviews and approves invoices from contractors and manages cost center budget.
  • Performs other duties as assigned (no more than 5% of duties).

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.

Required Qualifications:

  • Bachelor's Degree Business, Land Planning, Environmental, Real Estate or IT.
  • 5 years Experience in Land Management, ROW, Survey, Land Planning, or Real Estate.
  • 1 year Experience leading or directly managing employees including performance management, training and development.
  • Oral and written communication is required with the ability to communicate with all levels in the organization, customers and contractors. Possess effective listening skills with the ability to identify when clarification is needed and effectively communicate to clients, employees, peers and members of the leadership team.
  • Knowledgeable in real estate principals, with the ability to read and interpret legal descriptions and engineering plans to identify conflicts. I
  • Extensive knowledge of real estate statutes, rules and regulations pertaining to the acquisition of rights-of-way, and other land rights.
  • Analytical ability and judgment to determine land rights to be acquired and the degree of protection required.
  • Ability to rapidly adapt to changing conditions, or unexpected obstacles.
  • Ability to identify and analyze problems, weigh relevance and accuracy of information, generate and evaluate alternative solutions and makes recommendations which may not always be favorable.
  • Ability to deal effectively with pressure, remain optimistic and persistent, even under adversity.
  • Working knowledge of gas and electric utility industry.

Preferred Qualifications:

  • Ability to manages difficult or emotional customer situations. Ability to use active listening and clearly speaking to customers using positive language.
