Job Summary: Monitors and administers contract requirements and interprets contractual documents to ensure contract requirements are met. Alerts management as contract issues arise during contract performance. Ensures compliance with applicable laws, regulations, and contractual terms and conditions for assigned contracts. This position typically works under general supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Essential Job Duties and Responsibilities:

  • Reviews solicitation requirements, generates risk analysis, participates in proposal preparation, and provides recommendations and inputs for management review of proposals.
  • Coordinates with Business Development, Program Management, Engineering, Business Unit Management, and Cost Estimating personnel on proposal preparation and submittal.
  • Conducts fully documented fact-finding and negotiations with customers, working directly with a team of cognizant functional department personnel in conducting the negotiations, to assure contracts are of maximum benefit to Cubic.
  • Responsible for the preparation of solicitations, negotiation, and execution of key subcontracts with U.S. and foreign suppliers under prime contracts within the Contract Administrator's cognizance and responsibility.
  • Reviews contractual documents to ensure compliance with Company proposals and business practices.
  • Monitors contract performance for adherence to contract requirements.
  • Monitors contract expenditures to ensure timely notice when limitation of funds thresholds are reached.
  • Leads the preparation of change proposals, and requests for equitable adjustment or claims.
  • Liaises with customers, acts as the central point of contact, and manages incoming and outgoing contract correspondence.
  • Coordinates the closeout of completed contracts with other functional groups.
  • Provides advice and support to Cubic Management and other Cubic personnel on contractual and business matters.
  • Ensures compliance with U.S. export license statutes and regulations and ensures shipments of hardware and delivery of technical data are completed in accordance with Cubic's Export Compliance Manual and other specified processes.
  • Establishes effective and professional working relations with customers.
  • Provides feedback to Cubic management of customer performance assessments whether received formally or informally.
  • Ensures compliance with U.S. statutes and regulations, particularly the Foreign Corrupt Practices Act, and foreign government statutes and regulations as they apply to Cubic's contracts/subcontracts.
  • Negotiates Non-Disclosure Agreements, Memoranda of Understanding/Agreement, and similar Agreements in support of programs assigned.
  • Monitors the status of all data and hardware deliveries and advises management of anticipated/actual delinquencies.
  • Ensures that contract billings and payments are submitted and received in a timely manner. This includes follow-up on unbilled receivables or overage billings.
  • Ensures that contract databases are updated in an accurate and timely manner.

Minimum Job Requirements:

  • U.S. citizenship and the ability to obtain necessary security clearances, if required.
  • Four-year college degree; preferably in Business, Economics, Supply chain, Supply chain and contracts management, Acquisition and contracts management (criminal justice), or Accounting.
  • Four (4)+ years of related experience.
  • Possess knowledge for effective use of applicable computer word processing.
  • Knowledge of the U.S. Code, Federal Acquisition Regulations (FAR), Department of Defense FAR Supplement, and International Traffic and Arms Regulations (ITARs).
  • Proficient in the use of PC and associated software.
  • Must possess strong written and oral communication skills.
  • Ability to establish work priorities and meet deadlines with minimal administrative support.
  • Ability to prioritize projects and work under tight deadlines.
  • Willingness to travel occasionally.

Cubic Pay Range:

$70,000 - $106,635 + benefits.

The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
