Required: A Master's degree in a related field with five (5) years of professional experience related to the standard duties as outlined.


Equivalency: Any equivalent combination of education, training and/or experience as approved by Human Resources Department.

FLSA Status: Exempt

Level: Ten (10)

Salary: $57,796.13 - $65,151.84 DOE

Located in Carlsbad, New Mexico, Southeast New Mexico College (SENMC) is a newly independent public community college accredited by the Higher Learning Commission. Purpose and Scope:

Under general supervision of the Vice President of Workforce and Community Education, The Workforce and Community Education Director will ensure compliance, development of positive long-term relationships with business and industry representatives. Will support and strengthen relationships with business and industry to address workforce needs and assist with talent supply and demand. This position will provide leadership and supervision to industry sector partnerships and initiate workforce solutions for business and industry. Plans, implements, and manages integrated community education services and associated programs and activities for Southeast New Mexico College. Establishes goals and objectives, designs curricula, and develops administrative policies and procedures for program activities; acts as the programs primary point of representation and liaison with community businesses, organizations, and agencies on community education matters.


Duties and Responsibilities:

  • Plans, develops, and integrates the programs various non-credit education programs and services; analyzes and interprets community education needs, and works with faculty and community representatives in the establishment and integration of community education concepts and objectives.
  • Oversees, administers, and facilitates multiple grant-funded community services and educational outreach programs for Southeast NM College.
  • Serves as principal point of liaison for educational programs and services offered off-campus by the unit; works with community agencies in the negotiation and administration of contracts, and in the planning, development, implementation, and evaluation of programs and services.
  • Ability to source and prepare grant proposals, manages contracts and grants for various projects.
  • Oversees all facets of the daily operations of the Workforce and Community Education Department, ensuring compliance with Southeast NM College, state, and federal laws, policies, and regulations.
  • Oversees all facets of daily interactions with the specified student population, ensuring compliance with relevant domestic and/or foreign laws, regulations, policies, and procedures.
  • May assist in the annual budget planning process and regularly monitors expenditures.
  • Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
  • Represents the SENMC Workforce and Community Department at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
  • Leads, trains, and oversees the work of a team of student employees engaged in related activities; may supervise or provide functional oversight to other staff employees.
  • May assist in determining locations and coordinates scheduling of facilities for Workforce Training.
  • Ensures opportunities for business and industry to assist with the development of training programs to include: apprenticeships, internships, job shadowing and work-based learning.
  • Build and maintain productive relationships with public-sector, private-sector and non-profit employers to create career pathways for future talent.
  • Build and maintain strong partnerships with economic development entities, chamber organizations and other workforce development agencies to ensure alignment and execution of collaborative workforce strategies to include: Talent Pipeline Management.
  • Provide oversight and management of industry sector partnerships and any workforce solutions and/or outputs that result from industry sector input.
  • Maintains accurate SENMC program presence on the New Mexico Workforce Connection website.
  • Gathers information for additional funding opportunities to support workforce solutions and programming.
  • Gathers labor market information, talent demand and skills requirements and translating data into meaningful information to create workforce development strategies.
  • Administers development and manages a database of employers and/or industry representatives and maintain regular communication through appropriate channels.
  • If needed may prepare formatted reports for supervisor to consist of: a) short-term and long-term planning for Workforce Development, b) weekly progress and next steps for short-term projects, contact information for involved parties, c) monthly progress and next steps for long-term projects, contact information for involved parties
  • Performs miscellaneous job-related duties as assigned.

Knowledge, Skills and Abilities:

  • Ability to accomplish organization objectives by organizing and monitoring work processes
  • Proficiency in MS Office, MS Word, MS Excel, MS PowerPoint.
  • Established leadership skills including the ability to manage stakeholder groups; ability to work collaboratively with multiple partners, including employers, community colleges, government entities, policy decision makers, community-based non-profit organizations, job seekers and other key stakeholders.
  • Excellent communication skills; keen appreciation for follow up, follow through, and attention to detail.
  • Ability to work independently and without supervision.
  • Experience working in and with industry; good working knowledge of the region’s high demand industries especially as it relates to the workforce needs of employers.
  • Knowledge of economic and workforce development practices, systems, and program design; knowledge of training systems.
  • Exceptional oral and written communication skills, including writing, editing, and making presentations to groups and individuals.
  • Ability to foster a cooperative work environment.
  • Skill in organizing resources and establishing priorities. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in the use of personal computers and related software applications. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Skill in budget preparation and fiscal management.
  • Ability to develop, plan, and implement short- and long-range goals. Ability to communicate effectively, both orally and in writing.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to interpret and assess training and development needs and to develop appropriate and creative responses.
  • Ability to foster a cooperative work environment.
  • Ability to negotiate and manage contractual arrangements.
  • Ability to work independently, as a team member, and/or as a team leader. Ability to gather data, analyze information, and prepare reports.
  • Ability to develop and maintain recordkeeping systems and procedures.
  • Knowledge and understanding of community education concepts, principles, methods, and processes.
  • Knowledge of contracts and grants preparation and management.
  • Current knowledge and understanding of relevant laws and regulations pertaining to individuals holding non-immigrant visas.
  • Knowledge of budgeting, cost estimating, and fiscal management principles and procedures.
