Your Role

The Health Transformation Data & Evaluation team is committed to (1) Design and development of the Integrated Health Record and (2) Measurement and evaluation of key strategic priorities . You will use your critical thinking, problem solving, and technical skills to design, develop, and deliver the data strategy necessary to drive informed decision-making.

Your Work

In this role, you will:

  • Conceptualize and develop the Integrated Health Record in a way that meets business needs and provide recommendations to senior leaders
  • Apply and adopt Agile (SAFe) methodologies to all programs and projects in close partnership with IT for integrating data from disparate systems while managing interdependencies of other business units
  • Lead design and analysis sessions with various stakeholders with deeper understanding of various data sources to meet health data strategy goals including but not limited to creation and adoption of Integrated Health Record
  • Drive requirements discovery efforts with stakeholders and key business partners to identify and frame business challenges, insight needs, output needs, technical architecture, and project success criteria
  • Support strategic planning around health data analytics including identification of appropriate data sources, integration, and quality assessment
  • Participate as a lead or Subject Matter Expert (SME), being responsible for strategy, set-up and design of transformational data and technical architecture supporting application of member clinical insights into operational use cases
  • Take hands-on role on issues related to data interoperability, data capabilities and data readiness
  • Support development and maintenance of comprehensive data needs roadmap and data sourcing strategy. This includes (1) creating a comprehensive mapping of data sources to identify gaps and areas of opportunity and (2) establishing, developing, and managing internal and vendor relationships to achieve health data analytics goals
  • Support identification and development of use cases and their adoption of health data as a product owner
  • Translate technical language to strategic business-ready messaging to communicate impact to colleagues and senior leadership
  • Project development involving cross-functional teams focused on delivery of internal products, programs, or administrative systems
  • Provide insights on highly complex topics, through the analysis and interpretation of data, in support of cross-functional business operations
  • Serve as a partner to Evaluation team to support data collection and analysis related to programmatic evaluation as needed, to ensure all evaluation data needs are met

Your Knowledge and Experience

  • Requires an MPH, MBA, MS, MA in science, social science, public health, health svcs research or business, or BA/BS with demonstrated equivalent work experience
  • Requires at least 10 years of prior relevant experience
  • Requires at least 5 years of experience in Health Care (managed care, academic, or gov't payer)
  • Demonstrated experience with deep understanding of business requirements to conceptualize user stories
  • Working familiarity with health information exchanges, data interoperability, longitudinal health records
  • Experience with business strategy and leveraging data to drive strategic decisions
  • Familiarity with Electronic Medical Records and clinical data architecture

Pay Range:

The pay range for this role is: $ 136400.00 to $ 204600.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
