Your Role

The Regulatory Law team supports Blue Shield's Healthcare Solutions business team. The Associate General Counsel is a Senior Director position within the Regulatory Law Department and will report to the Managing Associate General Counsel. In this role you will primarily be supporting the Pharmacy business of Blue Shield of California with its regulatory and contractual business requirements. You will be assisting and counseling on negotiation, execution and implementation of Pharmacy service agreements for the health plan. You will work directly with the Vice President of Pharmacy operations and the supporting team. You will be the legal advisor for the Pharmacy team for new initiatives and proposals and will be a legal counselor for pharmacy and other health plan operations.

Your Work

In this role, you will:

  • In consultation with appropriate Law Department leadership, retains, oversees, and manages the work of outside counsel and ensures adherence to outside counsel budget
  • Recommend operational plans and strategies that directly impact the achievement of overall results for multiple departments and company-wide results, profitability, and/or public image of the organization
  • Under the direction of Law Department managing attorneys, function as the general counsel of the business and functional units assigned, and coordinate all legal services required by those units as an integral member of the units' leadership team.
  • Design and implement policies, in consultation with the SVP/GC and Law Department leadership, governing Law Department organization, mission, strategy, and goals
  • Work with executives to develop Blue Shield vision and strategy
  • Support the Pharmacy business unit and specific pharmacy initiatives
  • Interface with pharmaceutical industry and supply chain entities, working with external legal teams and advice on negotiations of contractual arrangements

Your Knowledge and Experience

  • Requires a juris doctorate degree from a law school accredited by the American Bar Association required. Active member of the California bar, or active licensee in good standing of a bar of a United States state or the District of Columbia who maintains Registered In-House Counsel status with the State Bar of California
  • Requires successful track record of at least ten to fifteen years of experience providing legal advice on relevant areas of the law (e.g., corporate, privacy, health care regulatory, litigation, contracts, et al) at a top law firm or in-house corporate law department. Ideally, the candidate will possess a combination of law firm and in-house experience
  • Excellent communication skills, both written and verbal, as well as relationship building skills to collaborate with and influence all relevant stakeholders, both internal and external
  • Strong independent judgment, problem-solving, critical, and analytical thinking skills, including a "moral compass" and high integrity required.
  • Ability to work with minimal supervision, to multi-task, and to deliver a high-quality work product in a highly regulated, demanding, and constantly changing corporate environment required
  • Experience negotiating and supporting Pharmacy Benefit Manager agreements, particularly with payer relationships.
  • Experience negotiating with and supporting pharmacy supply chain agreements.
  • Experience working with pharmaceutical manufacturers and/or dispensing pharmacies preferred
  • Working knowledge of pharmaceutical wholesaler and group purchasing organizations functions in the pharmacy industry

Pay Range:

The pay range for this role is: $ 202400.00 to $ 303600.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
