We seek a qualified Security Engineer in San Diego, National Capital Region, with remote/telework eligibility.

Position Description:

This is an exciting opportunity to support the Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Center (NIWC) Pacific working on the digital transformation of the Naval Operational Architecture, model-based systems engineering of critical Naval cross-domain mission threads, and cybersecurity engineering of next-generation Naval information systems and tactical networks. Decision Technologies seeks motivated individuals with broad skillsets and experiences who can demonstrate a history of achievement in engineering services for the Navy and/or larger DoD.

Responsibilities and Duties:

  • Review, assess, and develop engineering processes for Navy-related programs and projects
  • Analyze and author technical papers describing missions, tactics, equipment, interfaces, and resource allocations to new and developing systems and programs.
  • Provide support with drafting the development of a Test and Evaluation Master Plan (TEMP) that describes test objectives, critical technical and operational test parameters, and test phases for various efforts.
  • Develop functional analysis of capabilities to include consistent application of policies, requirements, standards, and processes, including Human System Integration (HSI) requirements and plans, CONOPS, CONEMPs, and TTPs.
  • Investigate and evaluate testing procedures for software testing, including computer program test plan/software test plan, computer program test specification, and generation of the computer program test report/software test report

Required Qualifications and Skills:

  • Six years of experience in Government related R&D, T&E, and systems acquisition programs.
  • Bachelor of Science in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Examples include: Applied Math, Applied Physics, Operational Research, Modeling and Simulation, Chemistry, Biology, Computer Science, Naval Architecture, or ABET Accredited BS degree from ABET recognized engineering curriculum. Examples include: ME/EE/IE/CSE
  • Four years of relevant HSI experience in at least 3 of the following areas:
    • Comparative multi-domain HSI engineering analysis, impact assessments, and trade-off studies of complex systems.
    • HSI design, installation, integration, and test support either in a laboratory or direct applications.
    • Design documentation/specification development.
    • HSI test planning and test procedures development, test conduct, analysis, and reporting.
    • HSI-related engineering requirements, performance, and risk analysis.
    • Applying engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate systems.
    • Applying engineering experience to perform system integration, configuration management, quality assurance testing, acquisition, training, and resource management functions.
    • Conducting Task Analyses (e.g., Mission Task Analysis, Top-Down Functional Analysis, Critical Task Analysis).
    • Design, installation, integration, and test support in laboratory or operational systems.
    • Understand Naval operations from the unit level through operational staff and headquarters planning.

Travel Requirements:

  • 25% to various Naval activity centers, including San Diego, CA; Washington, DC; Norfolk, VA; Charleston, SC; Denver, CO; and Hawaii.
