Primary Purpose:

Administers SDG&E tariffed and fixed-contract programs for the procurement of long-term power supplies and provides key inputs to tariff program design and filings required to secure regulatory approval. On select procurement programs, leads the design and conduct of requests for offers and other competitive solicitation activities. Actively participates as assigned in the design, negotiation, and execution of complex, multi-million dollar commercial transactions for long-term supplies of electric energy and capacity on behalf of SDG&E retail customers. Ensures commercial contracts are in compliance with company policies and regulatory decisions and develops CPUC Advice Letters and Applications to secure approval of negotiated contracts. Serves as lead liaison between the Origination and Settlements function to ensure commercial contracts are designed for effective SDG&E management throughout the life of the contract. Interfaces with CPUC staff, ratepayer representatives and other stakeholders as SGD&E's contracting representative.

Duties and Responsibilities:

  • Represent SDG&E in commercial transactions to fulfill SDG&E's power supply needs including determining eligibility and administering registration, bidding and selection of contracts in mandatory tariffed or fixed-contract programs. Actively participate in structuring complex commercial transactions by providing key inputs to solicitations such as Q&A, short-listing recommendations, and initial conformance reviews; negotiate and execute contracts with selected bidders and adhere to program and regulatory requirements in accordance with strict timelines. Proactively serve as the liaison between Origination and Settlements to ensure contract administration issues are fully incorporated into the negotiation process.
  • Coordinate with internal and external stakeholders and draft regulatory filings needed to secure approval of commercial energy and capacity contracts and amendments.
  • Design and implement competitive solicitation activities (RFOs, bidder conferences, Q&A, etc.) on an as needed basis for select mandated procurement programs.
  • In response to new technologies and regulatory initiatives, provide policy guidance and recommendations to support an effective procurement process; update contract pro formas, and negotiate amendments to existing contracts as needed.
  • Interface with external stakeholders to describe and defend contract structure and terms.
  • Performs other duties as assigned (no more than 5% of duties).

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.

Required Qualifications:

  • A bachelor's degree in Engineering, Accounting, Finance, Economics, Business Administration, or a related field.
  • 8+ Work experience in law, regulatory compliance, supply management, audit, or a similar field.
  • Experience in energy markets, commercial contract negotiation or contract administration and familiarity with California and federal regulatory policies and requirements applicable to power supply contracts, including understanding of CAISO energy markets.
  • Ability to manage projects from inception to completion with minimal supervision.
  • Must be able to handle multiple projects and deadlines simultaneously.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office three days per week and work remotely on the remaining workdays.
  • Some travel is involved, primarily to San Francisco to meet with CPUC Personnel. Generally no more than 6-8 times per year potentially involving a one-night stay.

Preferred Qualification:

  • Advanced business degree, JD, or paralegal certificate.
