Job Description

The Medical Care Solutions Planning and Performance team is responsible for conducting intake, planning, and facilitating implementation activities related to our business unit across all lines of business (Commercial, Medicare, Medi-Cal). Implementation activities can include mandates work, new product support, line of business initiatives, process improvement, transformation, clinical quality, client on-boarding, etc. The team helps drive this work within our business unit, coordinating closely with each portfolio. We track and monitor performance and help demonstrate the value proposition for our clinical services through visuals, dashboards, and metrics. The Program Manager, Consultant, Planning and Performance will report to the Sr. Manager of Planning and Performance. In this role you will play a key role in functional planning for Medical Care Solutions, creating, communicating, and supporting the delivery of our short-term and long-term strategic plans and partner with stakeholders across Blue Shield to deliver on the plans efficiently and effectively.

Your Work:

In this role, you will:

  • Operate at a strategic business level to ensure projects/initiatives are in line with Blue Shield of California strategic goals
  • Consult with all levels including senior management, make recommendations, and influence decision-making
  • Leverage cross-functional internal and external relationships to drive initiatives forward
  • Plan and implement multiple and extremely complex projects/programs spanning across business areas
  • Determine key business issues, develop effective action plans and implement to successful conclusion
  • Manage intake, Rough Order of Magnitude (ROM) estimation and demand/ capacity to ensure projects within the program meet cost, resource, environment, schedule, and other constraints within their domain
  • Support departmental prioritization, budget allocation, governance, and monitoring process to ensure appropriate dollars are allocated to prioritized work. In addition, collaborate with Planning Community to track and report projects' timely implementation performance
  • Work in conjunction with financial partners to complete business planning and forecasting
  • Demonstrate value proposition of our business unit's functional areas and initiatives through visuals, tools, and metrics.

Your Knowledge and Experience:

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of prior relevant experience
  • Health plan experience preferred
  • Requires exceptional communication and presentation skills
  • Requires experience with project or implementation oversight
  • Requires strong organizational skills
  • Prior planning experience preferred

Pay Range:

The pay range for this role is: $ 109120.00 to $ 163680.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
