Position Summary


The director leads the activities and initiatives of the Student Engagement department, responds to inquiries regarding student engagement, and works directly with students, college departments, and external partners. This position supervises assigned staff in the student engagement department; plans, organizes, establishes priorities, sets goals and student learning outcomes, and provides direct oversight of student supports and activities in the RCC district.

The director provides oversight for RCC’s ARC and STEP efforts, including leadership, grant management, and staff supervision. This requires interfacing with community partners to identify funding opportunities and community resources that support students, coordinating staff time, and participating in the statewide Pathways to Opportunity coalition.

This position serves as a Deputy Title IX Coordinator and is responsible for the operations of student conduct and the CARES team, and supports the development and implementation of RCC policies, procedures, training, and education related to student behavior and community standards while promoting student learning and success. Works with appropriate personnel in determining an effective response consistent with appropriate laws and college policies toward the resolution of student conduct cases.

 

Examples of Duties - Essential Functions


 

Student Engagement Program Supervision

  • Provides leadership for and works closely with department in goal setting, departmental direction, long-range goals, and objectives that are integrated with college goals, the mission and the goals and needs of students.
  • Implement effective student engagement strategies, particularly with Associated Student Government (ASG), student clubs, and student organizations.
  • Collaborate with Marketing, SLS teams, and provide leadership to the college-wide Student Engagement Team (SET) to promote inclusion and support student engagement activities.
  • Provides direction and oversight to ASG, student leaders, Clubs and various student organizations.
  • Advocates for and develops student engagement activities.
  • Supervise staff in assigned areas. Hire, evaluate, train, and provide ongoing guidance to staff.
  • Manage budget, evaluation, reporting, and compliance for the assigned area. Authorize expenditures, propose program improvements, and ensure fiscal stewardship. Direct staff in programmatic efforts aligned with the College’s mission and strategic goals.

ARC Program Management & Administration

  • Oversee the College’s efforts related to the Advocacy & Resource Center, STEP, and Pathways to Oregon initiatives
  • Ensure grant compliance and actively seek additional funding for resource support and equity in retention efforts.
  • Manage monthly, quarterly, and annual grant reports, collaborate with Pathways to Opportunity Consortium partners in regular meetings, engage in scheduled calls, meetings, and program audits, and oversee funds including STEP, PTO, Basic Needs Oregon, and other consortium-related resources.
  • Develop community-based networks in RCC service district to strengthen ARC efforts and resources.

Student Conduct, Compliance & Title IX

  • Coordinate the college conduct process as it relates to the student code of conduct in partnership with the Dean of Student Success. May serve as the investigator or hearing officer for incidents alleging violation of college policies. Ensure compliance with legal requirements, college policies/regulations, Title IX awareness, and staff roles and responsibilities.
  • As applicable, manage follow-up actions, including discussions, training, and remedial measures. Conduct intake processes for students convicted of sexual offenses, liaising with Parole and Probation officers for compliance and safety measures.
  • Facilitate federally regulated compliance trainings and workshops for the college community, including classroom management, mental health, and campus safety. Provide ongoing training for Title IX processes and educate students on compliance regulations and college policies.
  • Serve as Deputy Title IX coordinator and hearing officer, ensuring compliance with FERPA, HIPPA, Campus Security, and Cleary Act.
  • Chair the campus and community CARES Team and serves on College Title IX Team to address violations of campus standards for behavior, health and safety. Identifies community resources and establishes collaborative partnerships to foster referral and partnership.
  • Knowledgeable of all local, state, and federal laws and regulations related to student conduct and compliance; assists in the updating of policies and procedures related to college process and legal compliance.

Screening Criteria


 

Minimum Qualifications

  • Education – A Master’s Degree in an area related to the responsibilities of the position, such as Higher Education, Student Affairs, Education, Business Administration, Leadership and Management, Social Science, Human Services, or a directly related field is required.
  • Experience – Five years total combined experience, including at least two years providing direct service to students/clients in an educational and/or social services position and at least two years in management experience.

Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

  • Knowledge – Knowledge of student development theory, adult learning theory, and student engagement as a retention strategy. Understands student engagement best practices. Knowledge and understanding of the community college mission and role. Understands strategic planning, outcomes based assessment, program reviews, and budget processes. Knowledge of computer applications including but not limited to RCC’s ERP system systems, Microsoft Office, Internet, office procedures and accounting, and grant management. Knowledge of college processes, college access programs, and student basic needs insecurities. Knowledge of equity, diversity, inclusion, and community impact. Knowledge of trauma-informed practices, adjudication processes from a restorative justice framework, and supportive and interim services provided by the College and the community related to Student Conduct and Title IX requirements.
  • Skills – Strong verbal, written, and electronic communication skills; listening skills; excellent customer service skills; effective conflict resolution and problem-solving skills, human relations and interpersonal skills; collaborative leadership, facilitation and effective supervisory skills, planning and organizational skills, grant programming and reporting; current and relevant computer skills, including various software applications, including Microsoft office, spreadsheets, database, data collection and tracking, word processing, and desktop publishing.

  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

  • Manual dexterity and coordination are required for less than half of the daily work period which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials up to 5 pounds daily and 5-25 pounds rarely. This position requires both verbal and written communication abilities.

Additional Posting Information

This is a full-time Exempt/Managerial (100%, 245 days/year) position in the Student Engagement department. Starting compensation will be based on Grade M of the 23-24 salary schedule (Download PDF reader), in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. Consideration will be given to related experience and educational achievement. Exempt positions are renewed on an annual basis at the discretion of the College President.
