Job Description Summary

DEFINITION

Under general direction of the Director of Fiscal Services, the Assistant Director, Accounting is responsible for the management and supervision of one or more major functional areas within the Fiscal Services Department; performs a variety of the most complex professional accounting duties; develops and maintains policies and procedures that meet regulatory requirements; supervises professional and clerical staff as assigned; acts as the liaison between the external auditors and the district; and performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Assistant Director, Accounting is expected to provide administrative oversight and leadership, support department services, and ensure adherence with all regulatory policies and procedures, as well as policies and procedures of the District. Incumbents are expected to use a high degree of individual judgement in the performance of duties.

Incumbents in this position support student learning outcomes and institutional effectiveness by ensuring fiscal accountability and providing data needed to make informed decisions to maintain fiscal solvency for the District.

Essential Functions & Qualifications

ESSENTIAL FUNCTIONS

Supervise staff and workflow in the assigned departments within Fiscal Services; provides day-to-day leadership and works with staff to ensure a high performance, customer-service oriented work environment that promotes a positive environment;
Manage all aspects of the day-to-day general ledger accounting activities;
Represent Fiscal Services on various planning and/or operations committees and task forces as required;
Audit internal records, recordkeeping practices and procedures; evaluate and make recommendations regarding recordkeeping practices;
Participate in the development and implementation of goals, objectives, policies, and priorities for the department; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures;
Ensure the overall quality of the assigned service areas by developing, reviewing, and implementing policies and procedures to meet legal requirements and District needs; continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor the distribution of work, support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of change;
Compile and maintain statistical and other data and write reports;
Recruit, hire, train, and supervise employees; motivate and evaluate assigned personnel; work with employees on performance issues; initiate disciplinary actions when needed;
Oversee the maintenance of the cash management system of the District; project cash flow; reconcile District cash with the County Auditor's report of Cash in Treasury;
Compile and/or supervises the compilation of financial reports for purchasing, accounts receivable/payable, student financial records, and others;
Review and analyze budgetary and financial data;
Work directly with the independent auditors; prepares necessary financial and narrative data in preparation for the annual audit;
Interprets and apply laws, rules, and regulations governing accounting and purchasing operations;
Evaluate and interpret printouts of financial records;
Perform and supervise financial transactions related to all aspects of the general ledger;
Gather and compile data for periodic reports, enter data on computer system, and develop financial reports;
Create and maintain pertinent computerized spreadsheets to expedite periodic reporting requirements;
Analyze and resolve discrepancies in financial data and reports as needed;
Verify categorical income and expenses, set up accounts receivable; periodically distribute telephone, data processing, duplication and equipment rental service expenses;
Develop and maintain a working knowledge of the California Community Colleges Budget and Accounting Manual (BAM) and the purpose and use of the related account strings;
Perform other related duties as required.

QUALIFICATIONS

Education:
Required

Bachelor's degree from an accredited college or university in Accounting or Business Administration with an Accounting emphasis, or a closely related field.

Experience:
Required

Three years of varied and increasingly responsible accounting experience, which shall include at least one year of experience in the use of computerized, accounting systems;

Preferred

Audit experience;
Experience with school system and/or community college accounting and financial record keeping;
Supervision experience.

Or any equivalent combination of education and experience.

Knowledge of:
Principles of Financial Accounting, Reporting, Auditing and record keeping;
Principles of Governmental and Fund Accounting;
Statements on Auditing Standards;
Cuesta College's, County Office of Education and County government's accounting and financial record keeping relationships and legal reporting requirements;
California Education Code and State Budget and Accounting Manual;
Computerized accounting and data processing systems as applied to accounting and budgeting and purchasing functions;
Correct English usage: grammar, spelling, vocabulary, and punctuation;
Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and integrated accounting software.

Ability to:
Communicate effectively orally and in writing;
Establish and maintain cooperative working relationships with those contacted in the performance of duties;
Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and students with physical and learning disabilities;
Perform highly responsible technical financial record keeping;
Work with a computer-based financial management system;
Learn and interpret legal requirements and technical materials;
Organize and monitor the work of others;
Prepare concise and complete oral and written reports;
Operate modern business machines;
Understand and carry out complex instructions, both oral and written;
Develop and maintain cooperative and effective working relations.

Physical Ability to:
Read and comprehend printed matter and text and data on computer monitors;
Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email;
Sit or stand for extended periods of time;
Lift and/or carry 25 pounds;
Exert manual dexterity sufficient for keyboard and other office equipment operation.

Valid driver's license and eligible to obtain driver's license upon hire

SALARY SCHEDULE
Below is the full salary schedule range for this position, steps A through E. Per Cuesta College's bargaining agreement, new employees are placed at Steps A through C, which is the anticipated hiring range also listed below. Salary Schedule Range: $7,867 - $9,563 per month.
Anticipated Hiring Range: $7,867 - $8,673 per month.
