Germanna Community College is a public, open access institution of higher education in the Virginia Community College System. The College is a dynamic learning organization that serves as a Germanna regional leader and preferred partner where quality learning experiences enable students to participate effectively in the social, economic, political, intellectual, and cultural life of their communities. Germanna Community College is centrally located in Fredericksburg, VA between Washington D.C. and Richmond and between the Blue Ridge mountains and the Chesapeake Bay. Full of history, the area offers a community rich with diversity, the arts, technology, vineyards, hiking, canoeing/kayaking, and many other activities.

Germanna Community College is currently searching for a Director of Human Resources Operation. Reporting directly to the Chief Human Resources (HR) Officer, the Associate Vice President of Human Resources, this position is responsible for daily oversight for the office of human resources, provides supervision, project coordination, and resolution of issues for compensation, benefits, payroll, professional development/training, and employee relations. Provides strategic and operational leadership to the college in human resources planning, policy, and systems development of assigned organizational functions. Ensures that HR programs and initiatives are integrated and effective in supporting the overall mission, goals, and objectives of the Office of Human Resources.

Day-to-Day Operations
  • Provide leadership of professional staff responsible for compensation, payroll, benefits, and professional development/training
  • Oversee the administration of HR programs managed by supervisees
  • Provide strategic direction on opportunities to streamline and/or automate processes, procedures, organizational systems, HR services, customer experience, and data management
  • Manage organizational change to improve efficiency, effectiveness, and customer service/service excellence
  • Serve as backup for compensation/payroll functions
  • Research, analyze, and interpret data. This includes working with onboarding/offboarding team to ensure position management data integrity
  • Direct and coordinate activities of assigned areas within the Office of Human Resources; establish standards, performance measures, and monitor workload and productivity
  • Set expectations for staff performance, accountability, and service delivery, which relate to the goals and objectives of the department and College
  • Conduct annual performance evaluations and provide appropriate feedback/address performance issues as they occur
  • As an ombudsperson, provide an informal, confidential, impartial, and independent resource for individuals to raise concerns, consider various options to address and resolve disputes, and examine all aspects of an issue in order to achieve better decisions that impact on the college and the individual
  • Work closely with all segments of college and develop collaborative relationships to effectively deliver HR services to employees
  • Handle employee relations matters in accordance with legal and generally accepted employment practices; research issues, develop action plans, guide management in progressive discipline plans where necessary
  • Assist in preventing and resolving problems or disputes among and between employees and management
  • Conduct investigations of complaints and recommend corrective actions and ensure corrective actions are implemented in a timely manner
  • Monitor and ensure that policy, procedures, and standards governing HR practices comply with all local, state, and federal regulations as well as the Virginia Community College System
  • Assist AVP of HR with development and implementation of Workforce and Salary Plans

KSA's/Required Qualifications
  • Master’s degree in Human Resources Management, Business Administration, or related field
  • Minimum 5 years of professional and supervisory experience in Human Resources
  • Comprehensive knowledge of Human Resources principles and practices, to include HR functions in compensation, benefits, payroll, employee relations, data research and analysis.
  • Program/project management and facilitation skills
  • Knowledge of best practices in the HR field to determine change needed to improve programs and services
  • Extensive supervisory experience at an executive level with leadership, coaching, teambuilding skills that motivate employees
  • Possess analytical skills with the ability to make decisions, analyze data and solve problems.
  • Ability to act with integrity, professionalism, and confidentiality
  • Demonstrated expertise in HR best practices, progressive strategies and with HR databases
  • Proficiency with Microsoft Office 365 suite (Work, Excel, PPT, Outlook); Microsoft Teams
  • Demonstrates commitment to promoting and enhancing equity, inclusion, and diversity
  • Knowledge of effective strategies for working with diverse faculty, staff, and students

Additional Considerations
  • Professional certifications such as SPHR, PHR, SHRM-SCP, SHRM-CP
  • Commonwealth of Virginia experience
  • Experience in higher education setting
  • Experience with or willingness to learn artificial intelligence tools.
