Job Description:

General Description:
This position, as part of the Benefits Team, has a primary focus on entering data into the HR information systems, including PeopleSoft (HCM) and Cardinal. This position has a primary focus to analyze, maintain and verify the HR data in People Soft (HCM) for accuracy and consistency. This position serves as the lead for absence management and time keeping for NOVA and works closely with the Director of Human Resources and VCCS Shared Services Center to develop and recommend process changes to ensure accuracy, compliance, timeliness and audit of data.

Duties and Tasks:
  • This position is responsible for providing assistance to employees and supervisors regarding leave requests, time sheet procedures, including entry, accuracy and approval; maintaining an automated leave system, including shift differentials, overtime, and various leave types
  • Respond to inquiries verbally and in writing
  • Complete leave and unapproved time sheet audits and monitor integrity of data for all leave transactions
  • The position is responsible for data entry of confidential personnel information into HR information systems, preparing scheduled reports, and ensuring accuracy and timeliness of data input.
  • This position recommends and implements process and/or customer service improvements
  • Streamlines existing processes to ensure uniform application and interpretation of policies
  • Develops user procedures, guidelines and documentation for training new entrants and for tracking changes; serves as a liaison between HR, Payroll, and IT to provide support and provide solutions to meet the needs of HR and users of HR information systems
  • Respond to tickets in a timely fashion
  • Serve as liaison for Shared Service Center and VCCS
  • Identify and evaluate processing of unpaid leave
  • Maintain compliance of ACA hours
  • Ensure FLSA requirements are met
  • Assist employees and supervisors with time sheet entry and approvals
  • Serve as backup for absence management duties
  • Process and analyze yearly, fiscal leave liability report in collaboration with controller
  • Collaborate with SSC for all new leave year and excess leave calendar
  • Collaborate with the Benefits Team on leave audits to ensure accuracy of leave balances of all HRIS leave transactions

 
Special Assignment:
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
Minimum Qualifications:
KSAs:
  • Knowledge of Commonwealth and College's human resource policies and procedures and related information systems.
  • Knowledge of managing files and records and ensuring appropriate confidentiality in regards to personnel information.
  • Skills to understand and interpret written policies and procedures and communicate information and ideas.
  • Communicate effectively in both orally and in writing.
  • Use critical thinking skills by identifying and determining alternative solutions and conclusions/approaches to problems.
  • Skill in data entry, manipulation and report production using PC-based software.
  • Decision-making skills that consider relative costs and benefits of potential actions to choose the most appropriate action to take.
  • Ability to recognize when something is wrong or is likely to go wrong and appropriately communicate the issue.
  • Ability to manage projects and deadlines, track progress, effectively follow up and prioritize work. Ability to analyze and provide recommendations to change or modify existing procedures and processes.
  • Ability to develop constructive and cooperative working relationships with others, and maintaining them over time.
  • Ability to compile, categorize, calculate, audit and verify absence and time management information and data.
  • Ability to prioritize and manage multiple tasks and work in fast-paced environment
  • Ability to exercise good judgment, discretion, and confidentiality.
 
Required Qualifications:
  • Experience in a Human Resources environment.
  • Experience with computer applications
  • Experience in data entry and management in personnel systems.
  • Customer service experience.
  • Experience maintaining automated databases, perform automated report management, and produce automated reports.
  • Experience managing files and records and ensuring appropriate confidentiality regarding personnel information.
Preferred Qualifications:
  • Experience in PeopleSoft .
  • Experience in a Human Resources environment in higher education preferred.
  • Experience with DHRM.
