The Department of Health, Behavior & Society in the Bloomberg School of Public Health is seeking an Administrator. The Department is committed to diversity as a core value and its faculty engage in research, practice, pedagogy and training around how social context and behavior shape people's health.  The Department currently has some 60 tenured, tenure-track, and non-tenure track faculty, together with 120 graduate students in the three master's programs (MSPH, MHS, and ScM) and one PhD program, being supported by close to 70 staff members in various administrative, research, and finance roles. Will report directly to the Chair, to provide direct oversight of overall administrative, financial, and operational activities of the department.

 

Specific Duties & Responsibilities

  • Advise the Chair on resource needs and financial risks facing the department.
  • Ensure timely responses to requests for regular and ad hoc reports from Chairs, faculty, School and University administration, and sponsored research agencies.
  • Oversee fiscal management for sponsored research for approximately $10 million per year (pre and post award for grants, contracts, sub-contracts).
  • Identify opportunities and champion major initiatives for continuous improvement in support of internal controls and financial reporting processes.
  • Ensure compliance with University policies and procedures and all applicable legal rules, regulations and Sponsor guidelines.
  • Serve as a key resource for strategic financial operational planning.
  • Prepare and oversee annual budget planning and preparation, financial analysis, projections and reporting for the chair and divisional business office.
  • Liaise between the department and divisional business office to ensure compliance with school, university and external sponsor guidelines and policies.
  • Serve in an oversight role over the Center for Communication Programs (CCP), the largest center in the school with annual budget of over $350 million.
  • Exercise independent managerial and professional judgement and assume responsibility for decisions, consequences and results.
  • Project and analyze long-term trends in total budget for the department, including analysis of expected changes in teaching, research and professional practice activities, student enrollment and scholarship support, faculty size and composition as well as analysis and resolution of short-term issues.
  • Manage general funds, gifts and discretionary accounts endowments, student scholarships and petty cash and endowment funds.
  • Direct financial analysis processes, analyze business critical systems, and proactively resolve strategic issues that span multiple business areas.
  • Provide strategic direction and planning for departmental growth.
  • Assure smooth operations within the department.
  • Coordinate and track human resource transactions for faculty, staff, and students in partnership with the Bloomberg Human Resources.
  • Manage 7 to 10 direct reports, including Financial Managers and Grants and Contracts Managers.
  • Direct and consult as needed with human resources on staffing and personnel management plans, employment and compensation issues, performance management issues and disciplinary actions, and salary planning.
  • Promote an inclusive and innovative team work environment.
  • Responsible for effective staff management, including hiring and orientation, training and development, workflow and performance management.
  • In collaboration with Human Resources and department faculty, ensure the skills and competencies of department staff address changing technology and changing needs.
  • Oversee training of staff and develop procedures and organization to improve efficiency.
  • Coordinate with department Chair to develop a space allocation policy for the department, maintain systems to monitor space use, including off-site locations and leases.
  • Lead general facilities operations for department and work with Facilities Management on space projects.
  • Work with academic staff to ensure student support.

 

Special Knowledge, Skills & Abilities

  • Excellent writing, communication and oral presentation skills.
  • Solid knowledge of local, state, and federal guidelines on sponsored projects.
  • Recognize the sensitivity and importance of managing confidential department and/or School information.
  • Communicate in a tactful and diplomatic manner with staff, students, faculty as well as internal and external partners.


Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including 2 years supervisory experience and two years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources). 
  • Master's degree in a related field may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Starting Salary Range: Min $85,400 - Max $149,500 Annually (Commensurate with experience)

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
