Overview
Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC’s 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school.
Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.
Posting Summary
Rutgers The State University of New Jersey is seeking a Program Manager in the Military Services  of Rutgers University Behavioral Healthcare.
The Program Coordinator provides administrative and overall clinical operational guidance to the Rutgers University Behavioral Health Care (RUBHC) National Call Center. Provides advanced level clinical management, supervisory and training direction and oversight to Call Center programs to assure program integrity, quality and compliance with regulatory and funding requirements. Demonstrates competency in recognizing the unique needs and applying relevant intervention approaches for the population served.
Among the key duties of this position are the following:
  • Provides administrative and clinical direction and support to ensure and enhance the clinical operations of RUBHC’s National Call Center programs.
  • Ensures that protocols and procedures are consistent across all call center programs.
  • Supervises staff as assigned by the Executive Director and/or the Director, Call Center Operations.
  • Interviews candidates for vacant positions and makes hiring recommendation to the Human Resource Department. 
  • Performs duties relevant to a leadership position and supports goals and objectives of Rutgers University Behavioral Health Care.
  • Maintains knowledge of trends and development in the behavioral health field; regularly attends and participates in in-service meetings and other designated training events that will enhance clinical skills, and maintains best practices. 
  • Meets annual requirements: Completes Employee Health Update as required.
  • Supports the University’s goal on Workplace Diversity and EEO goals and objectives concerning employment and promotional opportunities.
  • Understands and adheres to Rutgers’ compliance standards as they appear in RBHS’s Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.
  • Keeps abreast of all pertinent federal, state and Rutgers’ regulations, laws and policies as they presently exist and as they change or are modified.
  • Ensures that the staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their jobs.

Qualifications


Minimum Education and Experience
  • Minimum of a Master’s Degree in a behavioral health discipline and five (5) years of postgraduate experience in a relevant behavioral healthcare setting.
  • An appropriate doctorate may be substituted for two (2) years of experience.
  • Two (2) years of supervisory experience required.
Certifications/Licenses
  • Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work. 
  • License for independent clinical mental health practice (e.g., Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW) or a licensed Psychologist) as required by discipline and New Jersey Division of Consumer Affairs. 
Required Knowledge, Skills, and Abilities
  • Knowledge of demonstrated proficiency in principles and techniques of training, consultation and program evaluation. 
  • Strong leadership skills required. 
  • A history of progressive, successful administrative responsibility is required. 
  • Outstanding human relations and leadership skills, and the ability to function in a team environment required.
Preferred Qualifications
  • Experience working with the military and veteran community preferred.
  • Military experience preferred.
  • Previous Call Center experience strongly preferred.
  • Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment preferred.

  • Frequent prolonged sitting. 
  • Frequent talking and listening in groups as well as on the telephone. 
  • Frequent use of telephone for crisis calls. 
  • Per program demand, may have to work long hours. 
  • Serves assigned shifts, which may include off-hour shifts.

  • Moderate noise level, fast paced environment that demands constant attention to multiple programmatic needs.
