Senior Brownfield Redevelopment Consultant

About the Organization
The Center for Creative Land Recycling (CCLR) is the oldest national non-profit organization pioneering infill development and land reuse to promote human and environmental health and economic revitalization. Our mission is to advance communities’ sustainable and equitable reuse of underutilized and environmentally-impacted, or brownfield, properties.

Through training and technical assistance CCLR offers communities the tools needed to turn blighted properties into community assets including housing, open spaces, and commercial properties, thereby creating jobs and local tax revenues. To ensure optimal outcomes for our projects, we lead policy efforts at all levels of government to remove obstacles to sustainable development, increase available funding, and promote access to resources. CCLR engages stakeholders from all sectors and disciplines in creative partnerships that promote collaboration and innovation in sustainable development.

CCLR is a national organization with offices in California and New York. This position will join CCLR’s program team serving EPA Regions 9 and 10, including Arizona, California, Hawaii, Nevada, Washington, Idaho, Alaska, Oregon, and tribal nations.

Senior Brownfield Redevelopment Consultant (SBRC)

This position will report to the Executive Director or her designee and support the delivery of technical services to communities working to assess, clean up and redevelop underutilized and potentially contaminated brownfield properties. This position fills a critical role in the organization and the SBRC must be able to juggle multiple tasks and deadlines, work independently, exercise good judgment, and be flexible with shifting work flows depending on program priorities. The SBRC will: a) respond to requests for technical assistance around grant applications for site assessment and cleanup; environmental and reuse planning and regulation; reuse alternative analysis, such as renewable energy, housing, infill, open space and more; b) support in-person or virtual events and trainings, including recruiting speakers and giving presentations.

Primary Duties and Responsibilities
The Senior Brownfield Redevelopment Consultant will perform a range of technical support activities in keeping with their qualifications, which could include:

Technical Assistance Support: Assist in delivering technical assistance on such topics as community engagement, site inventory and prioritization, planning reuse, remediation options, and funding sources. Track requests, service delivered, and outcomes.

Development of Collateral Materials: Work with municipalities and community groups to develop briefing sheets, property sheets, resource roadmaps or other materials that document information about the site for diverse stakeholders.

EPA Multipurpose, Assessment, Cleanup (MARC) Grant Review: Review, edit and guide eligible applicants applying for MARC grants.

Grant Management: Support EPA grant awardees with grant management, including work plan modification, budgeting, ACRES reporting, etc.

Training: Develop content for and execute in-person and/or virtual workshops, webinars, and conferences in EPA regions 9 and 10. Event topics could include, but are not limited to: remediation strategies, sustainable redevelopment, affordable housing development, community engagement, reuse of infrastructure, environmental justice, reuse financing, and developer engagement.

Redevelopment Outcomes Data Collection and Analysis: Contact past technical assistance recipients to collect data on quantitative and qualitative redevelopment outcomes including, but not limited to, acres remediated, open space created, jobs created, public health improvements, economic development, buildings erected, etc. Assist communities in devising and/or considering next steps if appropriate and warranted.

Case Study Development: Work with CCLR’s communications team to develop and disseminate case studies (blogs, infographics, short videos, etc.) that spotlight redevelopment stories, successes, and reuse champions.

Qualifications
The successful candidate will have the following minimum qualifications:

• Bachelor's degree in urban design or planning, landscape architecture, or engineering field.
• A minimum of five years of experience in working with public and private sector stakeholders in land reuse or environmental planning and/or brownfield redevelopment.
• Experience with a broad set of software and web technologies including Microsoft Suite, Survey Monkey, Zoom and other video conferencing platforms. Experience with Salesforce and Arc GIS a plus.
• Understanding of current policy trends related to land use, sustainability, community development, urban design, and climate change, including climate adaptation.
• Experience in developing and delivering training and presentations.
• Demonstrated ability to write content in the form of publications, papers, or blogs.
• Exceptional organizational, written, and oral communications skills
• Excellent interpersonal skills and ability to work both collaboratively and independently.
• Willingness and ability to travel across the country as needed, some weekends and evenings required.
• Candidate must be located in EPA Regions 9 or 10

Compensation and Benefits
Applications will be reviewed on a rolling basis. The candidate will work remotely. The position offers flexible hours and availability will be matched with work assignments to be performed under a scope of work. Salary is commensurate with experience. For work performed under CCLR’s EPA Technical Assistance to Brownfield (TAB) Cooperative Agreement, sole proprietor rates cannot exceed EPA’s allowable hourly rates.
