ORGANIZATION BACKGROUND

Alliance for Health Policy (“the Alliance”) is a nonpartisan health policy nonprofit organization that was founded in 1991 by U.S. Senators John D. Rockefeller (D-WV) and Senator John “Jack” Danforth (R-MO), with a vision to establish a bipartisan educational forum for members of Congress, their staff, and the media to advance a shared understanding of the complexities of health policy through an exchange of facts, experiences, and differing perspectives. Since its inception, The Alliance has hosted esteemed experts from every political perspective as panelists and guest speakers, creating forums for discussion and problem-solving that cut across the aisle and various stakeholder perspectives. The Alliance has built a reputation for being the premier unbiased source for cutting-edge health policy information on Capitol Hill and beyond. More than thirty years later, the Alliance continues this work by championing the idea of trusted, comprehensive education from a diversity of voices, all firmly grounded in evidence. In an era of increased political polarization and divergent stakeholder interests, the Alliance remains committed to being a trusted resource for advancing knowledge and understanding of health policy.
 

The goal of the Alliance is to help policy makers and the public better understand health policy, the root of the nation’s healthcare issues, and trade-offs posed by various proposals for change. The Alliance provides non-partisan, evidence-based resources and fosters meaningful dialogue to inform policy decisions that improve the health and well-being of all Americans by fostering a balanced exchange of evidence, experience, and multiple perspectives. The Alliance executes this mission through five strategic pillars:
 

  • Trusted Educational Resource
    : Empowering current and future health policy leaders to improve the nation’s healthcare system by advancing their knowledge and understanding of the issues that matter.
  • Bipartisan Dialogue Catalyst: Fostering bipartisan relationships and advancing constructive dialogue on health policy.
  • Next-Generation Convener: Facilitating meaningful connections and courageous conversations focused on breakthroughs for pervasive challenges.
  • Future-Focused Thought Leader: Inspiring the future of health policy by synthesizing diverse perspectives, spotting emerging trends, and delivering fresh insights to the health policy community.
  • Sustainable Organization: Stewarding an innovative, mission-driven organization that operates with integrity, efficiency, and cultivated excellence.
 

Key activities include:
  • Policy Research and Analysis: The Alliance conducts landscape research and analysis on critical health policy issues and stakeholders, informing overall educational products and producing resources that offer high-level insights into the most pressing healthcare challenges.
  • Education and Outreach: The Alliance facilitates knowledge sharing through forums, conferences, webinars, and educational initiatives, ensuring that policymakers, healthcare professionals, and the public have access to the latest information and expert perspectives. Publications touch on myriad topics, ranging from quality of care, prescription drugs, private and public health, the uninsured, child health, mental health, and state health issues.
  • Thought leadership: While nonpartisan, the Alliance actively promotes the importance of evidence-based, experience-infused health policy. It seeks to visibly promote a more effective and constructive policy dialogue that can improve the U.S. health care system.
  • Bridging Stakeholders: The Alliance serves as a neutral platform for bringing together diverse stakeholders, including policymakers, researchers, advocates, and industry leaders, to engage in constructive dialogue and find common ground on healthcare policy solutions.
  • Non-Partisan Approach: The Alliance is committed to maintaining a non-partisan stance, focusing on the rigorous analysis of evidence, and fostering bipartisan and multi-sector cooperation to address healthcare challenges.
 

Key External Relationships
The Alliance interacts with a number of related healthcare entities and constituents, including but not limited to:
  • Congressional leaders and their staff
  • Federal agencies and administrators
  • Healthcare professional and trade associations
  • Health policy think tanks
  • Executive leaders and experts from across the health care ecosystem, including but not limited to health professions, health system/hospital health care delivery, insurance, pharmaceutical, technology, investor, and other sectors.
  • Patient and consumer advocates, community leaders, and other individuals who participate in and inform our programming as individuals who have directly experience with the health care system; and,
  • Academics and health policy researchers
  • Philanthropies and other funders.

Financial Support
The Alliance is primarily funded through a combination of grants, donations, and financial partnerships with philanthropic organizations, healthcare institutions, and private sector corporations who have a shared commitment to improving health policy.
 

POSITION SUMMARY & KEY RESPONSIBILITIES
The new Chief Executive Officer will be a charismatic, credible, and energetic spokesperson and capable of continuing to grow the financial resources and expand its operations to support the mission of the Alliance. They will forge strong relationships with key external stakeholders to advance the mission of the organization and inspire cross-sector collaboration and action. The CEO will build upon the Alliance’s assets, while addressing key challenges impacting the health policy arena to ensure that the organization remains agile and nimble to provide continued value and relevancy in the future.
 

Specific responsibilities include the following:
  • Strategic Direction: Develops and implements a compelling vision and strategic plan that aligns with the Alliance's mission and ensures its continued impact and relevance in the evolving healthcare policy landscape. Partners with the Board of Directors to ensure that the vision and strategic plan furthers the organizational mission and maintains financial stability.
  • Board Relations: Forges a transparent, collaborative, and trusting relationship with the Board of Directors to ensure engagement among the Alliance’s leadership. Provides regular communications to the Board of Directors on strategic, operational, and programmatic matters impacting the organization, keeping them apprised of progress and challenges in meeting key goals in strategic and operational business plans. Collaborates with the Board of Directors to provide governance oversight and ensure compliance with legal and ethical standards.
  • Revenue Generation: Identifies and grows diverse revenue streams to ensure financial continued growth and long-term sustainability of the Alliance. Cultivates existing and develops new relationships with potential funders, including corporate donors and foundations. Secures new and repeat funding through grants, donations, and partnerships. Ensures clear alignment of expectations with funders across a range of funding sources (philanthropies, corporations, individual donors) and funding mechanisms (grants, contracts, sponsorships, donations, etc).
  • External Affairs and Strategic Communications: Develops strong working relationships with a wide range of external stakeholders to build and support partnerships consistent with the Alliance’s overall mission. Serves as a primary spokesperson, amplifying the voice of the organization while elevating the Alliance’s brand across various audiences including industry leaders, policymakers, funders, researchers, advocates, and other stakeholders to create an environment of collaboration, consensus building, and constructively advancing health policy solutions.
  • Programs, Products and Services: Provides strategic direction and oversight for the development, implementation, and continuous improvement of Alliance programs and product lines, with an eye towards the Alliance’s unique value proposition, competitive landscape, and organizational sustainability including alignment with funder interests and sustainable staff capacity to execute programs. Ensures oversight for clear program criteria, scoping, and pricing. Fosters an accountable, sustainable, and agile organizational structure and culture that delivers on current promises to produce best-in-class events and networking, educational offerings, and services. anticipates trends and develops strategies that enable the organization to innovate, grow, and increase impact to the myriad stakeholder groups that the Alliance serves.
  • Policy Thought Leadership: Optimizes Alliance’s role as a policy thought leader through a listen-first, maintains nonpartisan, and unbiased approach, stays abreast of emerging healthcare policy issues and trends, and leads efforts to advance timely and constructive policy discussions among relevant policymakers, stakeholders, and experts. Ensures fidelity to clear editorial standards and unbiased, nonpartisan Alliance voice to maintain credibility and trustworthiness throughout all Alliance programs, products, and communications.
  • Federal Policymaker Engagement: Ensures the Alliance maintains a strong and up-to-date network of current, former, and future federal policymakers and staff, regularly engages the federal policymaker audience, and tailors programming to federal policymaker audience needs, while maintaining a fierce commitment to bipartisan engagement and programming.
  • Management: Attracts, inspires, and retains an engaged team and external consultants while developing future leaders for the Alliance. Fosters a culture that embraces diversity, equity, and inclusion and one that allows everyone to do their best work to support the mission of the Alliance. Provides effective leadership of a professional staff (13 at present), fostering a commitment to excellence and delivery of high quality, innovative programs, and services. Sets a clear vision for goals and expectations, while encouraging an atmosphere that promotes innovation, collaboration, and teamwork.
  • Financial and Operational Oversight: Provides fiscal oversight and leadership to enhance the organization’s financial position, assuring sustainable resources to fuel innovations for the future. Develops and ensures a balanced annual operating budget that is aligned to the strategic goals of the organization. Oversees implementation and execution of annual operational plans, goal setting, and performance management. Ensures legal compliance of all internal policies and procedures. Minimizes risks and disruptions to organization and maximizes organizational stability and continuity. Ensures appropriate decisions are made on core infrastructure including physical office space, personnel policies and procedures, and continuity of operations (i.e., work schedules, team health, emergency succession planning).
 

PROFESSIONAL EXPERIENCE/QUALIFICATIONS

The ideal candidate will be an experienced leader with the passion for the Alliance’s mission and the necessary operational skills for accelerating the implementation of its strategic vision and driving organizational growth. The CEO will be a credible and influential leader, capable of garnering trust and effectively engaging the board and staff. They will have earned an outstanding reputation for their leadership, ability to grow and operate a high-performing organization and a commitment to embodying the core values of the Alliance.
 

Specific experience and qualifications will include the following :
  • Prior executive level experience with strong leadership and business acumen. Specific knowledge and experience in growing the resources and operations of an organization.
  • A commitment to collaboration, consensus-building, and a non-partisan approach to healthcare policy. Ability to blend humility, flexibility, and curiosity about other people’s perspectives with objective, clear, and transparent standard-setting, and decision-making.
  • Proven track record of achieving business goals and revenue growth targets (financial and programmatic).
  • A personal work ethic of integrity, accountability, achievement, and persistence to model a healthy workplace environment.
  • Past experience across the federal health policy landscape; an understanding of federal policy audience needs and ways of working. Ability to interpret and incorporate evidence, along with willingness to put one’s personal opinions on specific health policy issues aside in service to facilitating, synthesizing and clarifying discussion on a range of viewpoints. Ability to synthesize, frame and communicate health policy themes to diverse audiences.
  • Experience leading organizations through growth. Capable of anticipating and addressing significant challenges and opportunities, with the drive to achieve outcomes.
  • A track record of effectively working with a wide range of stakeholders to forge consensus on a strategic vision and execute upon that plan with appropriate urgency, timeliness, and responsiveness against established metrics and benchmarks.

  • Direct experience overseeing the development of a budget and operating plan.

EDUCATION
