Position Summary

The Associate Vice President of Human Resources (AVPHR) is charged with leading a robust Human Resource department that strives for excellence in serving MCC employees and the greater community. The AVPHR is specifically responsible for developing a vibrant Talent Acquisition function responsible for sourcing, attracting, interviewing, hiring and onboarding employees, all while factoring in the long-term goals of MCC. The AVPHR will oversee administration of the College’s compensation and classification programs. 

Essential Job Functions and Responsibilities

  • Serve as the subject matter expert and provide administrative leadership for human resources functions, to include, but not limited to, talent acquisition; onboarding; compensation; regulatory compliance; diversity, equity and inclusion; human resources policy development and administration; and HR systems, data, metrics and related reporting 
  • Plan, develop, organize, implement, direct, and evaluate the College’s talent acquisition operations
  • Create comprehensive talent acquisition plans for the College to attract and hire qualified employees
  • Design and execute recruiting strategies to attract, evaluate and hire qualified candidates; proactively identify and address hiring needs, and evaluate and refine sourcing and selection procedures. 
  • Maintain talent pipelines with potential candidates and past applicants for future staffing needs
  • Coordinate and/or actively participate in Job Fairs to promote MCC as a premier employer in McHenry County
  • Enhance the College’s new hire pre-boarding and on-boarding experiences to ensure optimum organizational effectiveness
  • Oversee administration of the College’s compensation and classification programs, including monitoring of compensation trends, job audit function, and  working with external compensation consultants when retained by the College
  • Support leaders in organization development activities to build the capacity to change and achieve greater effectiveness by adding new positions, eliminating or restructuring existing positions, changing work assignments, or modifying reporting relationships
  • Build a network of collaborative relationships and partnerships across the College, serving as a trusted advisor and resource to staff, faculty, administration, and leadership
  • Support the College mission and actively work toward achieving the College’s goals and strategies, translating the College’s strategic and transactional plans into HR strategic and operational plans
  • Build and develop a strong Human Resources team, operating at the highest level of integrity and service, while providing policy, programs, and practices that meet the evolving human capital needs of the College
  • Working alongside the College’s AVP for Diversity, Equity, Belonging, and Inclusion, champion the building of a college environment that champions diversity.  Identify evidence-based practices in recruitment, retention, and promotion of a diverse, engaged workforce.  This includes, but is not limited to, the review of policies and procedures through a DEBI framework for recruitment, hiring, orientation, continuous development, and retention of employees.
  • Serve as a key member of the negotiation team during contract negotiations, supporting contract negotiations and contract administration with the College’s four bargaining units
  • Responsible for the development and administration of the College’s personnel policies, provide interpretation regarding policy applications and procedural issues; evaluate changes in state, federal and Board policies, and recommend changes to maintain compliance
  • Administer procedures for maintenance, security, and confidentiality of paper and electronic personnel records; administer a records and retention program in compliance with state and federal laws governing employee records
  • Ensure Standard Operating Procedures (SOP) are established, practiced, periodically reviewed and revised to ensure utilization of best practices in the HR field
  • Promote a positive and inclusive culture, including the creation and execution of internal employee engagement activities that celebrate the diversity, equity and inclusion of College employees
  • Participate in projects and initiatives and represent Human Resources on committees, task forces, and working groups
  • Develop and monitor HR and/or any other assigned business unit budgets
  • Assess and monitor HR computer systems as necessary for Human Resources functions and office                                
  • Communicate and meet with other community college Human Resources personnel and with state and local agencies as required to perform job responsibilities
  • Represent the needs of employees to the College administration
  • Work collaboratively with others (e.g. colleagues, stakeholders, vendors) to accomplish functions and responsibilities
  • Assume additional duties as assigned by President 

Required Qualifications

  • Master’s degree from a regionally accredited institution
  • Substantial experience in HR administration, including supervision of multiple HR functions
  • Five years’ supervisory experience
  • Talent Acquisition experience including significant exposure to sourcing, attracting, interviewing, hiring and onboarding employees
  • A record of advancing and supporting a diverse, equitable, and inclusive work environment
Desired Qualifications:
  • Master’s degree in Human Resources
  • Current SHRM or HRCI certification 
  • Community college or higher education experience
  • Experience in labor relations
  • Experience in talent acquisition strategies for college faculty and staff
