About the Position
The Director of Procurement provides hands-on participative leadership for the college’s Purchasing and Contracts Department while maintaining an environment which complies with federal law, state law, Minnesota State and Normandale Community College policies. This position is responsible for planning and directing the activities of the college’s purchasing program to support college users. The Director ensures a customer-centered approach is used to provide services while developing policies and procedures for the procurement operations.
This position will actively advance the college’s strategic goals, including to achieve equity in educational outcomes and to support a culturally responsive and service-oriented culture, through individual and departmental efforts.
Required Qualifications
The following qualifications are required to move forward your candidacy; as such, ensure your application contains descriptions of your work experience sufficient to demonstrate competency in each of the following:
- Bachelor’s degree in business administration, accounting, or a closely related field and at least two (2) years of related experience in procurement, or an equivalent combination of education and experience.
- Demonstrated knowledge with contracting, bidding, and procurement principles within the daily operations of a procurement office of a complex organization.
- Working proficiency in Microsoft Applications (Word, Excel, Outlook, Teams and PowerBI).
- Demonstrated customer service skills sufficient to provide information to staff, faculty and senior campus officials, outside agencies and community members in a courteous manner and effectively discuss issues in difficult situations.
Preferred Qualifications
- Three (3) to five (5) years of progressive responsibilities and experience in purchasing, contract services, accounting, budgeting, insurance, and risk management, preferably in higher education.
- Two years of supervisory experience in an accounting business office or similar setting.
- General experience in using automated purchasing procedures
- Knowledge and experience with Minnesota state statutes and/or Minnesota State policies related to purchasing, contracts, amendments, asset management, and budgeting,
- Knowledge and experience with Workday’s financial applications, Jaggaer e-Procurement and Contract Management software or related application
- Certifications: Minnesota Authority for Local Purchases (ALP) or Certified Purchasing Manager (CPM), or Certified Public Purchasing Officer (CPPO)
