Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Director, Grounds, Facilities Operations & Services for the Division of Institutional Planning & Operations (IP&O). Under the broad guidance and direction of the Associate Vice President, Operations & Services, the position directs and leads all Grounds Maintenance & Operations activities as well as Special Event support for all campuses located in New Brunswick, Piscataway, Camden and Newark, NJ.
Among the key duties of this position are the following:
  • Responsible for the delivery of all grounds maintenance and operational services associated with land and hardscaped areas and space including by not limited to roads, sidewalks, fields, manicured lawns and athletics fields for all applicable campuses located in the state.
  • Works closely with the Facilities leadership for the Camden Campus. University grounds exceed 6,000 acres.
  • Responsible for implementing approved policies, procedures, programs and standards for the delivery of all related operational services, which collectively fold into unit goals. Works closely with Assistant Directors and Area Managers for Grounds Maintenance to ensure that policies, procedures, programs and standards are implemented consistently across applicable campuses. Works closely with the respective campus leadership with regards to Grounds Operations concerns and matters.
  • Provides resources for the successful delivery of services, ensuring quality and consistency across the the state.
  • Assesses effectiveness of policies, procedures, programs and standards and provides reports and recommendations as needed to the Associate Vice President, Operations & Services.
  • Oversight of contracts for supplemental services as required for Grounds Operations.
  • Manages a variety of complex operational functions and is the initial point of contact for Grounds Assistant Directors. Must manage all operational budgetary allocations for the unit across the state campuses.
  • Administers the execution of an annual budget for Grounds Operations. Assures that resources are allocated responsibly and effectively to all subordinate units across the functional area responsibilities; Grounds and Fleet Management.
  • Responsible for oversight and monitoring the University’s compliance response to all applicable federal, state and local code and regulatory statutes and regulations pertaining to grounds requirements including but not limited to Storm Water Management.
  • Responsible for maintenance of all university grounds across the campuses throughout the state.
  • Responsible for maintenance of all university roadways, parking decks/lots and the repair of throughout the state.
  • Responsible for establishing and maintaining a positive, service-oriented work environment in accordance with university policy and procedures. Supports training and career development for staff at all levels. Promotes interdepartmental communications and recognition throughout the unit.
  • Works closely with the Landscape Architecture division of the Program Development unit during land and hardscape planning efforts for existing or newly created maintainable grounds space. Additionally, works closely with the Utilities Operations with regards to underground excavation, etc. as needed and works closely with the Office of Operations & Services Work Control Center.
  • Responsible for emergency response activities as it pertains to weather related incidents and other emergency events.
  • This position requires frequent communication with campus communities across the state which may include and range from Building Coordinators through Deans and Departmental Heads and Chairs, Students and Parents. Works objectively to resolve matters affecting the smooth operation and the delivery of facilities related services to all facilities.
  • Represents Facilities and/or the University by serving on numerous committees, either internally or externally. Provides information and/or presentations to campus communities.
  • The incumbent must communicate effectively with diverse customer constituencies in explaining and reconciling the expected service delivery and the realities of resource allocation.
  • Keeps abreast of cutting edge initiatives in the field of grounds maintenance and operations, and event support.
  • Participates on committees and represents the Associate Vice President, Operations & Services in meetings as needed.
  • Spearheads special Facilities related assignments as needed and drafts reports as needed.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree in facilities management or landscape architectural; or an equivalent combination of education and/or experience.
  • A minimum of five years of progressively responsible experience with demonstrated leadership and management skills in a highly complex organization.
Certifications/Licenses
  • Valid driver’s license

Required Knowledge, Skills, and Abilities
  • Extensive experience in grounds.
  • Must demonstrate a thorough knowledge and understanding of facilities management in a university setting.
  • Excellent human relations, organizational, interpersonal, communication
    and leadership skills

  • Ability to work under adverse working conditions such as snow removal, storms, etc. and the required hours to perform Grounds functions.
