POSITION: Chief Program Officer

 

REPORTS TO: Chief Executive Officer

STATUS: Exempt, Full-time, Regular

COMPENSATION: DOE $130-150,000 annually

BENEFITS: Medical, Dental, Vision, and Life Insurance; Employee Assistance Program; and 403(b) retirement plan; Paid Holidays, Sick, and Vacation

LOCATION: Sacramento, CA (This position is not eligible for full-time remote work)

JOB SUMMARY:

The Chief Program Officer (CPO) serves as senior level strategic and visionary program leader for our rapidly growing agency. They are responsible for developing the agency’s program strategy and has operational oversight in managing the design, delivery, and evaluation of all Center services. The CPO works to fulfill the Center’s mission to create a region where LGBTQ people thrive. We support the health and wellness of the most marginalized, advocate for equality and justice and work to build a culturally rich LGBTQ community. The CPO must be grounded in equity leadership with a deep commitment to reducing disparities faced by the most marginalized in the LGBTQIA+ community. They lead program development and sustainability planning, manage public grant contracts, and serve as a liaison to various stakeholder groups, government agencies, and community partners. The CPO is a partner on the senior leadership team and is responsible for management of division of 30+ employees with direct supervision of the program leadership team including the Deputy Chief Program Officer, Grant and Program & Sustainability Manager, and directors of Youth, Family, & Adult Programs, Housing Services, Health Services, Advocacy and Training, and Economic Justice.

 

 

ESSENTIAL FUNCTIONS:

1. Design and lead strategy for all programs in alignment with the Center’s strategic plans.

2. Effectively lead the program division team to ensure coordination and integration of program activities.

3. Develop, deliver and evaluate programs to maximize impact and sustainability.

4. Manage program operations and exercise appropriate fiscal, legal, and grant contract oversight.

5. Serve as an effective advocate and ensure authentic community engagement that supports a culture of racial equity and inclusion across the organization.

 

 

Lead Program Vision & Strategy

1. Engage with stakeholders to develop a vision for programs and services at the Center that is adaptable to the evolving needs identified by community.

2. Develop and implement strategic plan aligned program and service plans for the organization in conjunction with the CEO, Board of Directors, and program team.

3. Collaborate with the CFO in creating a Program Division budgets with realistic assessments of revenue and expenses in alignment with the organization’s strategic priorities, public grant contracts, and programmatic needs.

4. Establish performance measures to monitor activities and evaluate effectiveness of programs at achieving positive outcomes and report program impact in a dashboard format monthly.

5. Implement strategies that support program staff members’ role in community engagement and donor stewardship.

6. Participate as a member of the Senior Leadership Team in the planning and strategic decision-making process for the agency; lead division staff meetings.

 

 

Effectively Lead and Manage Program Team

1. Inspire, motivate, and lead a team of committed, engaged, and successful professionals to realize strategic goals with a high level of trust and integrity.

2. Maintain a supportive work environment climate that prioritizes empowerment, collaboration, and career advancement and that attracts/retains diverse quality staff, college level interns, and volunteers.

3. Actively seek and encourage opportunities for personal and professional development for all program staff, prioritizing advancement pathways for queer and trans people of color.

4. Work collaboratively with the senior leadership team to integrate cross program/organization communication, activities, and functions.

5. Instill a sense of accountability among team members by modeling tight oversight of individual, organizational, and program performance standards.

 

 

Develop, Deliver, and Evaluate Effective Programs

1. Assess current and future community needs, solicit input from stakeholders, and recommend population-specific and culturally relevant programs for development and implementation in alignment with the Center’s mission and strategic priorities.

2. Ensure ongoing programmatic excellence by establishing benchmarks, timelines, and the resources needed to achieve strategic goals.

3. Ensure fidelity to grant contract parameters, deliverables, and agreed upon program outcomes.

4. Set standards for internal accountability and measurements of success; analyze programmatic trends, identify issues, and proactively recommend adding, changing, or ending of programs as appropriate.

5. Work with program leadership and the Center leadership teams to set an annual calendar of programs, services, and program events.

6. Develop and implement awareness and marketing strategies to expand program participation and authentic engagement in program design with targeted populations.

Program Operations & Knowledge Management:

1. Develop and maintain system, processes, data collection protocols, and operational documentation norms that support organizational resiliency, transparent communication, knowledge/information sharing, and continuous learning and program performance improvement throughout the organization.

2. Co-create with the Program Leadership Team and the CFO, grant and program budgets within the scope of the Center’s approved budget.

3. Maintain tight fiscal controls to maximize cost reimbursement, including oversight and management of scope of work for grant funded programs, expenditure approval chains, and adherence to reporting requirements, performance metrics, and fiscal parameters.

4. Support a culture of community centered philanthropy, creating opportunities to increase unrestricted and small project-based fundraising and in-kind gifts as well as stewarding funders through sharing narrative client success stories that demonstrate progress toward fulfillment of our mission and strategic plan.

5. Supervise and provide strategic direction to the Grant and Program Sustainability Manager in evaluating government and foundation grant opportunities and developing grant proposals in coordination with the Finance and Development teams.

6. Develop and maintain department specific policies, procedures, and training protocols to ensure compliance with all laws, regulations, organizational policies, and funding guidelines.

Advocacy and Relationship Management:

1. Contribute to efforts that increase the visibility of the Center’s brand and authentic community engagement, convening community members and collaborative partner networks.

2. Serving as an organizational representative on appropriate regional and national committees, attending governing board meetings, workshops, and conferences relevant to the LGBTQ+ community, particularly those relevant to the Center’s work such as the COC Advisory Board and Homeless Youth Task Force, MHSA Steering Committee, Equity Committees, HIV/AIDS Prevention Council, etc.)

3. Speak on behalf of the organization at legislative hearings, media interviews, and in other public forums at the direction of the CEO.

4. Identify and leverage networks to advance policy advocacy, working with peer organizations, their leaders, and government to name and bring attention to challenges specifically impacting the LGBTQ+ community.

5. Interface with other LGBTQ+ and allied agencies, particularly the CenterLink network, for technical assistance and collaboration aimed at building organizational capacity.

6. Maintain relationships with key foundations and individual donors in coordination with the Development team.

GENERAL DUTIES:

1. Innovate and continuously improve the organization’s program sustainability to maximize impact.

2. Provide leadership in the development and continuous evaluation of short and long-term strategic organizational objectives including identification of opportunities for revenue growth and diversification.

3. Develop actionable analysis of program performance, trends, and long-term forecasts and produce easy-to-digest program dashboards for the board and senior leadership.

4. Attend board meetings and provide staff support for board committees as needed.

5. Provide occasional advice and mentorship to less experienced internal staff and leaders at developing LGBTQ organizations across the country.

6. Participate in a rotating Leader On-Call Program to support on-site staff in case of after-hours emergencies.

7. Maintain strict confidentiality and the highest level of integrity and professional boundaries.

QUALIFICATIONS AND EXPERIENCE:

7. Track record building and maintaining trust, team cohesion, and a collaborative and engaged culture that breaks down silos and creates better outcomes for clients across a continuum of care.

8. Proficiency managing client and financial data systems—understanding finances applicable to programs and senior leadership role; analyzes data and offers insights on programmatic and financial implications. Previous experience with HMIS, Social Solutions Apricot, are preferred.

9. High level of professional integrity, including a track record of compliance with applicable laws, regulations, grant agreements, internal policies, and professional standards of conduct.

10. Experience working with queer and transgender Black, Indigenous, and other people of color, undocumented community members and asylum seekers, non-native English speakers, youth experiencing homelessness, people living with HIV/AIDS, and/or LGBTQ+ elders, having modeled a client-centered approach is critical.

11. Experience effectively at motivating, managing, and developing both seasoned leaders and junior staff’s personal and professional capacity through strong coaching and mentoring.

12. Experience developing and managing federal, state, local and foundation grant funded programs to deliver results in alignment with a strategic plan.

 

 

REQURIEMENTS:

1. Personal commitment to the Center’s mission and work to create a region where LGBTQ people thrive and a passion for LGBTQ+ issues including a robust understanding of anti-racist frameworks, intersectionality, systems of oppression, and civil rights policy.

2. Education: A master’s degree and 10 years of experience in non-profit management, social services, higher education, or related field; 14 years of direct experience may be substituted for formal education.

3. Experience: At least 10 years of nonprofit, higher education, or public service experience in a management role; at least 5 years program management experience; at least 5 years staff and volunteer management/supervision experience

4. Computer/Office Equipment Skills: Superior proficiency working with Microsoft Office, particularly Outlook, Word, Excel, PowerPoint, OneDrive, and Teams, database systems, and social media tools.

5. Language Skills: Fluency in English is required. Bilingual individuals who are able to speak/read/write/translate in Spanish are encouraged to apply.

6. Work Schedule: This position is primarily in-person at the Center’s Lavender Heights location. Flexibility is required to participate in regular evening and weekend events, meetings, and travel as necessary.

7. Access to reliable automobile transportation with a valid driver’s license and proof of insurance is required. This position will require regular travel throughout the Sacramento region and occasionally throughout California and the United States.

8. Physical Demands: The person in this position may be required to sit or stand for extended periods, move objects up to 25 pounds, ascend/descend stairs, operate office equipment, open and close filing cabinets and boxes, observe visitors, and communicate messages and tone by telephone.
