Posting Summary
Rutgers, The State University of New Jersey is seeking a Research Project Manager for the Bloustein School of Public Planning and Policy. Reporting to the Assistant Director of Research, this position is responsible for conducting quantitative analyses of data in a large and comprehensive education and workforce longitudinal database, the New Jersey Education to Earning Data System (NJEEDS).
Among the key duties of the position are the following:
  • Develops research designs for studies that involve quantitative data analysis, including for evaluating the effect of specific education and workforce programs on participants’ employment and earnings and future educational attainment.
  • Identifies and calculates appropriate performance measures for tracking the effectiveness of education and workforce programs.
  • Identifies and implements the most appropriate statistical models for conducting quantitative studies of data.
  • Develops robust and replicable procedures for handling missing data elements.
  • Uses machine learning (data mining) methods to build systems for predicting key workforce outcomes.
  • Writes reports, conference papers, and publications based on the data analyses conducted.
  • Interacts with stakeholders in New Jersey state government to obtain input on research tasks and research products.
  • Manages data in the workforce longitudinal database in order to allow these analyses to be conducted.
  • Works with Heldrich Center and Bloustein School staff to maintain the security of the data in the database.

Qualifications


Minimum Education and Experience
  • Requires a bachelor’s degree in economics, statistics, public policy, political science, sociology, or related discipline AND 5 or more years of professional experience in data analysis.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • The position requires exceptional quantitative analysis skills and demonstrated ability to use R to conduct sophisticated data analysis.
  • Doing the position well, moreover, requires that the individual have sufficient experience implementing the different methods of analysis to be able to make difficult judgments about which model is the most appropriate given the data.
  • In addition, because the data analyses will have to be conducted primarily in R (with some data analysis in Python), the position requires solid knowledge of and experience using data analysis software, including especially R, and to a lesser extent, Python.
  • Because the position requires extensive interaction with and the delivery of oral presentations and written reports to employment, education and higher education database stakeholder, the position requires exceptional oral and written communication skills and knowledge of these areas.
  • In addition to the aforementioned, the position requires an exceptionally high level of attention to detail.
  • A sincere concern about ensuring that the data analyses are of the highest quality.
  • Vigilant adherence to procedures to maintain the security and confidentiality of all data in the system.
  • A creativity to develop and answer intriguing research questions based on the data.
Preferred Qualifications
  • Preferred education: PhD in economics, statistics, public policy, political science, sociology, or related discipline, with strong academic work in data analysis.
  • Knowledge of and experience in analyzing employment and training, education and/or higher education data preferred.
  • In addition, knowledge of and experience working with SQL databases are also preferred.
  • Skills in data visualization (e.g., R shiny; Power BI) also important.
