Posting Summary
Rutgers University-Newark, an urban public research university and anchor institution, located in Newark, New Jersey, a city of promise, is seeking a Senior Research Analyst (Quantitative) within the Joseph C. Cornwall Center for Metropolitan Studies. Reporting to the Associate Director of the Cornwall Center, the Senior Research Analyst will be responsible for developing (1) the Center’s data management infrastructure (2) presenting data to multiple audiences through customized reports and dashboards and creating a web-based data hub for public exploration of key trends. This position works with colleagues to meet the data and research needs of the Cornwall Center to advance the university’s anchor institution work. The data and research needed for the anchor institution mission span place-based efforts, such as our work with Newark Public Schools and Newark’s most–impacted communities (including educational attainment, socioeconomic profiles, health, connectivity, transportation, and environmental justice) to our statewide efforts working with education institutions and advocacy organizations to promote educational equity in opportunities, achievement, and post-secondary attainment.
This position is responsible for and not limited to the following:
  • Collects a wide range of quantitative data, organizes them, and manages a data infrastructure that facilitates efficient access to the data for analysis
  • Develops a plan for maintaining the databases and ensuring that data is current, updated regularly, and well-documented
  • Promotes and encourages the use of the database by local residents, community partners, and university members as well as contributes to the development of protocols for user restriction and accountability
  • Contributes to the report series which will include conducting descriptive and advanced statistical analyses (including data mining techniques and predictive analyses) drawing from the established databases, collecting additional data as needed for reports, describing and discussing findings using accessible language, writing literature reviews, contributing to or coordinating the design and finalizing of reports, and preparing and making presentations to a variety of audiences
  • Designs appropriate measures and protocols (e.g., surveys), performs highly technical research and analytical functions requiring accuracy, give attention to detail and organization, and functions independently
  • Assists PIs in developing original research plans, schedules, and protocols to ensure successful completion of assigned projects
  • Contributes efforts to seek funding support for the Cornwall Center’s overall mission
  • Acts as a sophisticated relationship-builder who is able to adapt their communication style to work effectively with a wide variety of internal and external stakeholders.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience
  • A master’s degree is the minimum credential required for this position and at least five years of applied experience with data management and statistical software.

Certifications/Licenses
  • A car with a driver’s license.
Required Knowledge, Skills, and Abilities
  • A deep knowledge of public policy issues important to urban areas and under-served populations is valuable, with an emphasis on educational policy and community-focused research.
  • Substantive experience in education policy and/or practice is highly desirable.
  • Experience in areas such as housing, neighborhood revitalization, economic development, planning, public administration, public safety, crime, employment, or social welfare could also be advantageous.
  • Candidates must be comfortable working with community partners and must be committed to research that has real-world effects.
Preferred Qualifications
  • A master’s degree, preferably in education, sociology, economics, public administration, social work, statistics, social policy, public policy, or applied data science from an accredited graduate degree program.
  • Master’s degrees in other fields will be considered where previous work experience is relevant to the requirements of this position.
  • Experience in schools, school districts, and/or communities serving traditionally underserved populations.

Equipment Utilized
Applicants will be expected to have at least five years of applied experience with a variety of data management, statistical, and GIS and spatial software such as R, STATA, SPSS, Python, SQL programs, and ArcGIS.
