Job Description

 

The Program Head of Services (PHOS) will be responsible for overseeing program operations at Homes For Life - Athena Homes, a transitional housing program serving up to eighteen Transitional-Age-Youth (TAY) in San Gabriel and Alhambra.

Qualified professionals will have at least four years mental health experience working with adolescents and adults, in addition to management/supervisory experience. Preferred candidates will have a California Board of Behavioral Sciences (BBS) license (LMFT or LCSW).

ESSENTIAL DUTIES AND RESPONSIBILITIES: (other duties may be assigned at management’s discretion)

  • Provide administrative supervision to all program staff and oversee daily program operations.
  • Work collaboratively with Human Resources (HR) to fill vacant positions; accountable for interviewing, selecting, orienting, training; complete performance evaluations in accordance with company guidelines.
  • Work collaboratively with HR when disciplinary action is necessary
  • Collect, verify, and submit accurate time sheets to HR semi-monthly; if time sheet revisions are required, the PHOS will collect and submit to HR by the last date of the pay period, or earlier upon request.
  • Coordinate and lead weekly team meetings with program staff
  • Work with HFLF management to prepare and submit quarterly and annual reports in accordance with contract guidelines; regularly track outcomes and requirements for contractual objectives and review progress regularly with staff
  • Monitor performance of program staff in accordance with agency, Department of Mental Health (DMH), and LAHSA standards – this includes, but is not limited to, regular review of UoS productivity reports, Welligent queues, paperwork due date lists, and review of submitted paperwork. Submit regular reports to QA and Compliance Manager regarding staff’s outstanding issues and plans of correction, when applicable
  • Collaborate with Coordinated Entry System (CES) and CES matchers regarding vacancies, screen and select potential residents and maintain 18 bed count; collect and review all required applicant paperwork to ensure accuracy and contract compliance; provide timely updates to corporate office staff regarding admissions and discharges
  • Monitor and track all required program documents, including Medi-Cal documentation in Welligent, HMIS assessments and notes, etc., to ensure accuracy and timeliness in keeping with agency and funder policies
  • Oversee discharge planning, including securing permanent living environments and aftercare services.
  • Conduct regular chart reviews to ensure accurate and complete resident records
  • Manage program funds (petty cash); handle and track food and activity monies.
  • Provide clear communication to the HFLF Head of Services and Executive Director regarding staffing and program issues.
  • Develop on and off-site support programs and activities including individual therapies, group meetings, community volunteer and vocational opportunities to improve the quality of life, self-esteem, and stability of residents
  • Oversee educational services: organize and monitor residents’ attendance at educational programs and track their progress and the educational programs' effectiveness.
  • Consult with local program providers, mental health departments, and community agencies, and intervene on behalf of residents as necessary
  • Secure residents’ benefits to pay for programs and resolve benefit eligibility and payment issues, as needed.
  • Oversee random drug testing of residents and ensure that related logbook is properly maintained.
  • May commute and led support to other programs within the company.
  • Other duties as assigned by Executive Director/Board of Directors.

QUALIFICATIONS

  • Master’s degree and current CA BBS registration (LMFT/LCSW)
  • Management and supervisory experience required; basic knowledge of wage and hour laws, hiring practices, harassment laws, progressive disciplining, and other employment-related laws and best practices
  • TAY experience in various settings, including residential, highly desirable
  • Excellent administrative and time management skills; experience in program management with minimal supervision; familiarity with Medi-Cal documentation
  • Excellent interpersonal skills; strong written and verbal communication; problem-solving and analytical abilities; skilled in crisis interventions
  • Experience training and leading multi-disciplinary teams

ADDED JOB REQUIREMENTS:

  • Must be willing to commute to HFLF housing sites and off-site trainings/meetings; willing to transport residents and conduct other business using personal and/or company vehicle.

HOURS: Monday through Friday, 9 am - 5:30 p.m.; 24/7 on-call required

The anticipated salary range for candidates who will work in California begins at $100,000 annually. The offered pay to a successful candidate will be dependent on several factors that may include but are not limited to years of experience within the job, years of experience within the required industry, education, etc.
