Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Director of Parking for the Division of Institutional Planning & Operations (IP&O). The Director of Parking plans, develops, organizes, implements, and directs the university’s complex and inter-related parking programs on all university campuses, and provides the leadership, guidance and planning to the university in solving present and future parking, emergency and event planning issues in a manner that is safe, cost effective, and in support of the goals of the division and the university. The parking portfolio consists of 32,000 owned and 3,000 lease parking stalls primary in the city’s of New Brunswick, Piscataway, Newark and Camden. Serves 70,000 students, 27,000 employees and thousands of weekly visitors.
Among the key duties of this position are the following:
  • Plans, develops and is accountable for parking of all vehicles on university property. The Director creates policies and develops systems to enforce those policies.
  • The Director is a key participant in the planning and development of parking lots, decks, and parking controls.
  • Charged with generating the revenue needed to efficiently run the entire operation, as well as seeking out additional funding, if applicable.
  • Interfaces with non- university agencies to develop programs that serve the interest of the university and the surrounding communities.
  • The Director is also a key member of the University’s Emergency Management Team and provides critical technical support during regular meetings and for major events, training exercises and/or emergencies.
  • Oversees all aspects of parking services, garages, and the parking Customer Service operation and methods.
  • The Director will also be responsible for monitoring budgets to maintain operations within assigned budgets, develop, implementing, and enforcing policies and procedures for parking services, coordinating outcomes assessments, as well as compiling a variety of reports.
  • This position will have proven senior management experience in a highly dynamic setting.
  • Must have organizational, communication, and leadership skills that are second to none and enjoy developing solutions that push innovative boundaries.
  • This position will work closely with senior executives to strategize and develop long-term plans that usher in new levels of productivity and success at Rutgers University Parking Services.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree or an equivalent combination of education and/or experience.
  • A minimum of five years of managerial experience.
Certifications/Licenses
  • Valid driver’s license would be required for this position.

  • Strong working knowledge of data analysis and performance metrics using business management software.
  • Superior knowledge of multiple operational functions and principles, including customer service, technology, production, and employee management.
  • Proven ability to plan and manage operational process for maximum efficiency and productivity.
  • Ability to streamline and implement new structures and roles that create speed, efficiency, and support rapidly shifting business demands.
  • Demonstrates success preparing budgets, hiring, and supervising staff.
  • Demonstrated abilities and skills to communicate in a clear and concise manner with a diverse population, organize programs designed to enforce rules and regulations
