Hospice of North Central Oklahoma (HNCO) seeks a Chief Executive Officer (CEO). Established in 1982, HNCO is a free-standing, community-owned, non-profit agency in Ponca City, Oklahoma. Nationally accredited through the Joint Commission, HNCO's mission is to provide quality end-of-life care at no expense to the patient while supporting their family and others in the community experiencing grief. Job Description:

Job purpose

To manage all aspects of Hospice of North Central Oklahoma, Inc. operations utilizing effective and efficient use of all resources in carrying out the organization's goals, objectives, and policies established by the Board; to serve as liaison between Board, staff, and community; to manage the affairs of the agency with full authority under the direction of the Board and within the Board policies, program definition, and approved budget.

Duties and Responsibilities

Board of Directors:

· Inform Board of program activities through periodic written and verbal reports.

· Present policy and program proposals and recommendations to the Board for action.

· Provide counsel to the Board regarding the community's needs, agency, and health care planning relating to terminal illness.

· Participate with board committees as requested.

· Recommend and formulate the organization's goals, objectives, and related policies.

· Develop and administer personnel policies in collaboration with the Personnel Committee.

· Oversee budget development and present recommendations reflecting program priorities to the finance committee.

· Perform other functions as directed by the Board of Directors.

Administration:

· Assume responsibility for the overall management of the agency.

· Manage programs by delegating responsibility to department heads according to their defined responsibilities.

· Oversee preparation and issuance of the organization's annual report.

· Develop a strategic plan.

· Monitor methods of program administration, planning, supervision, and evaluation.

· Ensure the organization complies with all state and federal licensing and legal requirements and all requirements for Medicare certification.

Human Resources:

· Establish functions and qualifications for all personnel in collaboration with HR and input from department heads.

· Determine staffing needs according to program requirements and with consideration for utilization of personnel at their maximum potential.

· Oversee the organization's employment program to ensure compliance with agency policies and state/federal guidelines.

· Oversee recruiting, hiring, and orientation of new staff members.

· Oversee administration of salary, benefits, and compensation program.

Finance:

· Monitor compliance with agency-approved budget.

· Oversee the development and implementation of financial policies.

· Oversee and direct auditing, cash management, accounting, purchasing, and insurance activities.

· Manage cash and investments consistent with the organization's investment policies and under the direction of the Finance Committee.

Public Relations:

· Oversee a public relations program that fosters good working relations with physicians and community agencies.

· Represent Hospice of North Central Oklahoma to the community as requested.

· Participate in the activities of the Oklahoma Hospice & Palliative Care Association & National Hospice & Palliative Care Organization.

· Oversee the development, implementation, and coordination of the agency fundraising program.

Qualifications

· Master's degree in health care administration or other field of medicine, business administration, or equivalent experience preferred.

· A minimum of five years of experience managing a hospice or home care agency is preferred.

· Experience managing or supervising a minimum of 20 employees is preferred.

· Bachelor's degree in Health Care Administration, Nursing, or Business Administration required.

· Minimum of 5 years of management experience required.

· Strong knowledge of local, state, and federal hospice and palliative care regulations is essential.

· Must possess experience in marketing, fundraising, and endowment activities.

· Strong communication and leadership skills are required.

· Working experience in accounting principles, finance, budgeting, and oversight is critical.

· Philosophy compatible with the hospice and palliative care concept is essential.

· Experience fostering good working relations with medical and non-medical community agencies.

Working conditions

Regular hours in an office setting. Occasional weekend and weeknight duties.

Physical requirements

Direct reports

CEO provides supervision and direction to management staff and all agency staff. The CEO also selects and oversees contract labor and indirect oversight of volunteers.
