The Office of Information Technology (OIT) is Rutgers’ enterprise IT office. OIT provides university wide services and support and collaborates with department and unit IT professionals on projects and initiatives for the Rutgers community. OIT’s services and systems include the Rutgers network; email and calendaring systems; IDs/passwords and identity management; data centers; computer labs; help desk support; wireless connectivity; a software portal; information security, risk, and compliance services; research computing; and many others. Posting Summary
Rutgers, The State University of New Jersey, is seeking a Consulting Application Developer for the Office of Information Technology (OIT). The position serves as a highly-skilled resource to drive application development for all mission-critical Ellucian Banner ERP and associated integrated software applications.
Among the key duties of this position are the following:
  • Acts as the technical lead in Rutgers effort to move to a single modern student information system. This multi-year initiative will require significant planning, data analysis, data transformation, and migration as well as a strong understanding of existing and future business processes.
  • Analyzes customer requirements and designs complex computing systems utilizing proven best practices in a variety of programming languages.
  • Supports and maintains the software side of all Ellucian Banner applications including Finance, Financial Aid and Student Records/Admissions systems including Self-Service products.
  • Conducts project planning for simultaneous major systems upgrades involving heavily modified and integrated systems.
  • Interacts with vendors, consultants and internal customers to affect solutions and drive the technology aspects of all Central Administration and Student systems.
  • Provides for on-call production support (24/7) of University mission-critical administrative computing systems.
  • Provides direction to the Banner Application Development team to ensure high quality service delivery. Leads planning efforts with regards to system patching and upgrades.
  • Oversees effective development, production support and testing, retrofitting, change management and performance monitoring of applications under management.
  • Utilizing analytical tools, assists in planning, managing and directing all aspects of development, testing, troubleshooting, documenting, deploying and supporting of applications under management.
  • Plans, prioritizes and manages complex, multi-phase projects from concept to closure. Analyzes and provides relevant, timely and accurate information to leadership.
  • Proposes and assists in the development of policies, budgets and staffing plans associated with effective application development and support.
  • Develops benchmarks and strategies for continued operational improvements to effectively manage service levels.
  • Provides for guidance related to the use of applications and all associated tools, as well as, for related security issues.
  • Manages vendor relations, establishes service level agreements and evaluates their performance. Monitors vendor release calendars to proactively ensure Rutgers remains at appropriate supported versions and is able to take advantage of product enhancements.
  • Establishes and tracks metrics related to key performance objectives and service levels.
  • Participates in the development of a budget reflecting approved technology plans.
  • Formulates client-driven service level agreements with the University community and directs the effective use of resources towards the satisfaction of user requirements.
  • Fosters a quality service ethic within the team for quality service excellence and superior client satisfaction.
  • Keeps abreast of all pertinent federal, state and Rutgers’ regulations, laws and policies as they presently exist and as they change or are modified.
  • Understands and adheres to Rutgers’ compliance standards as they appear in Rutgers’ Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.

Work Arrangement
Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications


Minimum Education and Experience
  • Bachelor’s degree or an equivalent combination of education and/or experience.
  • A minimum of six (6) years of experience in a related technology field.

Required Knowledge, Skills, and Abilities
  • Able to perform each essential duty satisfactorily. The requirements listed must be representative of the knowledge, skills, minimum education, training, licensure, experience, and/or ability required.

  • Emphasis in current software development methodologies.
  • Expertise with Ellucian Banner ERP and Oracle databases is required.
  • Must have knowledge of ERP systems integration and a thorough understanding of customization/modification reapplication techniques.

  • Demonstrated ability to formulate and define technical scope and objectives of complex projects.
  • Proven database and system architecture design is essential.
  • Demonstrated strong skills in communication, project management, analytical and lateral thinking, planning and problem solving.
  • Demonstrated interpersonal skills working in a service environment.
  • Preference will be given to applicants having experience with both administrative and education systems, especially the Ellucian Banner product suite.
